Member Zimmerman added that the loss of HACA and Local Government Aid had a serious impact on the City <br />budget and also explained how TIF worked to the rest of the EDA. Sullivan and Norman added additional <br />information in regards to TIF and property ax impacts resulting from recent legislative sessions. <br /> <br /> that the use of TIF and the success of industrial development is important to the growth of the <br />community. Sullivan clarified that TIF is used only when it satisfies the 'but for" test and that it is usually the <br />deciding factor in industrial development in Ramsey. <br /> <br />Member Gromberg suggested that the City role in development is dissipating and that there are other ways to <br />spur economic development. It was suggested that partnerships could be created and that there were other <br />means besides TIF that could be used to accomplish economic development. Gromberg noted that AEC Energy <br />Park and the relocation of AEC Cooperative to Ramsey was driven by the private sector. Sullivan added that <br />TIF was used in the projects to provide infrastructure but that Connexus received no TIF for its project <br />specifically. <br /> <br />Motion by Member Letourneau to recommend to City Council that maximum EDA levy be implemented for the <br />2003 budget. Second by Gromberg. <br /> <br />Letourneau explained that times were tough in the economy right now that that the City will have to make tough <br />decisions like he was forced to do when the business environment changed. <br /> <br />Keifer made it clear that the EDA should have an active role in development and that it is important that the <br />EDA remain funded to accomplish development and redevelopment projects. <br /> <br />Keifer made a motion to amend the previous motion to give the council the option to implement an HRA levy. <br /> died due to no second. <br /> <br />Motion failed: Voting Yes: Members Zimmerman, Anderson and Kei£er. Voting No: Chairperson Riley, <br />Members Steffen, Letourneau and Gromberg. <br /> <br />ADJOURNMENT <br /> <br />Motion by Member Gromberg, seconded by Member Steffen, to adjourn the meeting. <br /> <br />Motion carried. Voting Yes: Chairperson Riley, Members Anderson, Zimmerman, LeTourneau, Steffen, <br />Gromberg and Kiefer. Voting No: None.
