Voting Yes: Vice Chairperson Kiefer, Members Gromberg, Steffen, Kiefer,
Anderson, LeTourneau. Voting No: None. Absent: Chairperson Riley and Member
Zimmerman.

EDA BUSINESS

Case #1: Housing Committee

Associate Planner Wald stated the EDA had directed staff to send out a survey to each resident
who was interested in serving on the Housing Committee. Staff sent out a survey and memo of
explanation on October 16, 2002 and requested that the survey be returned to the City by
November 1, 2002. She noted the responses were included in the meeting information and that
Karianne Olson was the only candidate who did not return the survey.

Associate Planner Wald suggested the EDA select members to serve on the Housing Committee
and select a meeting date for the first Ramsey Housing Committee meeting.

Vice Chairperson Kiefer asked if the number of residents on the Committee should be five or six,
given that Susan Anderson would be stepping down from the EDA but has expressed an interest
to participate on the Housing Committee as a resident.

Member LeTourneau indicated the importance of having representation at all Committee
meetings, whether with two EDA representatives or one main representative and an alternate.

Vice Chairperson Kiefer stated he would request a replacement if he were unable to attend a
Committee meeting. It was agreed that six residents would be selected.

The EDA discussed the candidates and reviewed the survey responses.

Motion by Member Gromberg, seconded by Member LeToumeau, to recommend the
appointment of Richard Kruger, Rick Thompson, Mary Jo Olson, Suzanne Dvorak, Susan
Anderson, and Michelle Osterhus to the Ramsey Housing Committee.

Motion carried. Voting Yes: Vice Chairperson Kiefer, Members Gromberg, LeToumeau, and
Steffen. Voting No: None. Abstained: Member Anderson. Absent: Chairperson Riley and
Member Zimmerman.

Associate Planner Wald requested guidance on setting the first meeting date for the Committee.
Vice Chairperson Kiefer asked that she contact each representative and determine their
preference on night of the week and week of the month, then choose a date and report back to the
EDA. Associate Planner Wald agreed.

Economic Development Authority / November 18, 2002
Page 2 of 5
