Vice Chairperson Kiefer indicated that it's important to take care of existing businesses while
attracting new business, but questioned whether that was the responsibility of the EDA or the
Downtown Center Task Force. He indicated Member Gromberg's comparison with Panther
Precision didn't address businesses with a localized market, such as service industries that rely
on their geographical location.

Member LeTourneau asked if any studies on demographics had been done for the Downtown
Center that could be expanded on for all of Ramsey.

Associate Planner Wald indicated there was a study completed for the town center task force but
was not sure how far through the City the study included.

Vice Chairperson Kiefer asked if the topic should be added to the next EDA agenda; whether
EDA should take the lead or turn this over to the Task Force, instructing them to look at all of
Ramsey.

Member LeToumeau indicated he would like the Task Force to stay focused on the Downtown
Center and appoint another group to address those issues. He stated the purpose of the Task
Force is to address the Downtown Center specifically.

Member Anderson reminded the group that neither the EDA, nor the City has final say in the
Downtown Center, and that the developer makes that call.

Associate Planner Wald indicated she would check with staff to determine the handling of the
Task Force, see what they are discussing and what their Mission Statement includes and report
back to the EDA.

ADJOURNMENT

Motion by Member LeToumeau, seconded by Member Steffen, to adjourn the meeting.

Motion carried. Voting Yes: Vice Chairperson Kiefer, Members LeToumeau, Steffen,
Anderson, Gromberg. Voting No: None. Absent: Chairperson Riley and Member Zimmerman.

The regular meeting of the Economic Development Authority adjourned at 8:04 p.m.

Respectfully submitted,

Karen Whaley, Recording SecreJ~3,
TimeSaver Off Site Secretarial,/v~pc.

Meg~a~ ~ald} Associate Planner
/\

Economic Development Authority / November 18, 2002
Page 5 of 5
