Absent: Councilmember Riley. <br />6.02: Public Hearing to Consider Adoption of Resolution #17-11-285 Approving <br />Feasibility Report and Ordering Plans and Specifications for Improvement Project <br />#18-00, Stanhope Terrace Street Reconstructions <br />Presentation <br />City Engineer reviewed the staff report and recommendation to adopt Resolution #17-11-285 <br />approving the Feasibility Report and ordering plans and specifications for Improvement Project <br />#18-00, Stanhope Terrace Street Reconstructions. He noted that this will allow the project to be <br />constructed as part of the 2018 Street Maintenance Program and will allow for the use of special <br />assessments to pay for a portion of the project costs, per the applicable provisions of Chapter 8 of <br />the City Charter, the City's Special Assessments Policy and Minnesota Statute Chapter 429. He <br />highlighted some of the high-level comments received from the public informational meeting. <br />He stated that residents are finding it difficult to pay, as they are not budgeted, and make the <br />property difficult to sell. He stated that residents believed that the general fund should be used <br />for these projects rather than assessments.
