BOLTON
& MENK
Real People. Real Solutions.
MEMORANDUM
7533 Sunwood Drive NW
Suite 206
Ramsey, MN 55303-5119
Ph: (763) 433-2851
Fax: (763) 427-0833
Bolton-Menk.com
Date: October 31, 2017
To: Grant Riemer, Public Works Superintendent
From: Kevin Kielb, P.E., Project Manager
Subject: Quote Results and Recommendation
Well House #3 Standby Generator Improvement Project
City Project No: #17-06
Quotes were requested from three electrical contractors for the Well House #3 Standby Generator
Improvement project. Two of the contractors immediately responded they would not be submitting a
quote. Killmer Electric submitted the attached quote on October 27, 2017.
Killmer Electric performs the majority of electrical work for water systems and waste water systems in
the Twin Cities. Additionally, Total Control Systems performs the City's controls related work and was a
required subcontractor for the project.
Based on additional research, it was found that changing from a natural gas generator to a City -procured,
diesel generator would reduce project costs significantly, while providing equal benefit to the City.
Our initial estimate for the project was $95,000. Killmer Electric's quote was $90,500, with the diesel
generator being purchased by the City. The City will purchase the generator through the National Joint
Powers Alliance for a price of $53,684.61. The total project cost is $144,184.61. The cost increase (above
the estimate) is attributed to: additional improvements to the Well House (totaling $45,000) including
Variable Frequency Drives (VFDs), Motor Control Center (MCC), and additional power wiring.
Three quotes were requested for the project. Responses are as follows:
CONTRACTOR TOTAL QUOTE
Killmer Electric $90,500.00
Meier Electric Did not Submit
Levin Electric Did not Submit
Based on conversations with Killmer Electric, other electrical contractors, Total Control Systems, and
generator suppliers, it appears unlikely that re -bidding the work would result in reduced pricing.
A majority of the work will be completed by the end of February, 2018, but delivery times associated
with the generator and transfer switch will result in project completion in March, 2018.
Our recommendation is to perform the following:
• Award the project, as Quoted, to Killmer Electric.
• Order the generator through the National Joint Powers Alliance
ATTACHMENTS
• Killmer Electric Company, Inc. Quote
• Email Responses from Levin Electric and Meier Electric
• Ziegler Generator Quote through the National Joint Powers Alliance
Bolton & Menk Is an equal opportunity employer.
