CC Regular Session 4. 12. <br />Meeting Date: 10/24/2017 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Information <br />Title <br />Adopt Resolution #17-10-270 Ordering Feasibility Report for Improvement Project #18-03, 2018 Overlay <br />Improvements <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to consider adopting Resolution #17-10-270 ordering a Feasibility Report for <br />Improvement Project #18-03, 2018 Overlay Improvements. <br />Background: <br />Numerous public street segments have Pavement and Surface Evaluation Rating (PASER) values, which indicate <br />these street segments, are prime candidates for receiving overlay improvements in 2018. Overlaying these streets in <br />2018 will allow the City to maintain these streets in the most cost-effective manner throughout the serviceable life <br />of these streets. <br />Attached are maps showing the specific street segments proposed to receive overlay improvements in 2018, which <br />are located in the following developments: <br />• Northfork <br />• Northfork Oaks <br />• Northfork 2nd Addition <br />• Northfork 3rd Addition <br />• Northfork Itasca Shores <br />• The North Forty 2nd Addition <br />• The North Forty 3rd Addition <br />• Woodland Green <br />The City of Ramsey's Street Assessments Policy allows 25-percent of eligible overlay project costs to be assessed <br />against benefiting properties. Staff is therefore requesting that the City Council order a Feasibility Report for the <br />proposed 2018 overlay improvements to allow special assessments to be used as a funding source per the <br />requirements of Chapter 8 of the City's Charter, and Minnesota Statute, Chapter 429, both of which are attached. <br />The proposed improvements will be designated as City Improvement Project #18-00, 2018 Overlay Improvements. <br />Notification: <br />Notifications are not required at this time, but will be required during future approvals for this project. <br />Observations/Alternatives: <br />Observations: <br />Preparing a Feasibility Report for the proposed improvements will allow staff to refine estimated project costs and <br />develop a proposed funding program, and allows for the use of special assessments against benefiting properties as <br />a partial funding source. <br />The Feasibility Report will explore numerous aspects of the proposed improvements including whether they are <br />
