Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #17-10-271 <br />RESOLUTION ACCEPTING FEASIBILITY REPORT AND ORDERING PUBLIC <br />HEARING FOR IMPROVEMENT PROJECT #18-00 <br />STANHOPE TERRACE STREET RECONSTRUCTIONS <br />WHEREAS, pursuant to a resolution of the City Council adopted July 11, 2017, a <br />Feasibility Report has been prepared by the City Engineer with reference to proposed <br />improvements to approximately 0.52 miles of streets within the Stanhope Terrace development <br />including Ute Street from Alpine Drive to its termini cul-de-sac, 154th Avenue between Ute <br />Street and Roanoke Street, and 153rd Court from Roanoke Street to its termini cul-de-sac, <br />including the reconstruction of streets and curb and gutter, the construction of storm sewer, and <br />other appurtenant work; and <br />WHEREAS, benefiting properties are proposed to be assessed for all or a portion of the <br />cost of the improvements, pursuant to Minnesota Statutes, Chapter 429, the City Charter, and the <br />City's adopted Special Assessments Policy; and <br />WHEREAS, the City Council received the Feasibility Report on October 24, 2017; and <br />WHEREAS, the Feasibility Report provides information regarding whether the proposed <br />project is necessary, cost-effective and feasible; whether the improvements should be made as <br />proposed or in conjunction with some other improvement; the estimated cost of the <br />improvements as recommended; and a description of the methodology used to calculate <br />individual assessments for benefitted properties. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1. The Council will consider the proposed improvements for said streets in accordance with <br />the Feasibility Report and the assessment of benefiting properties for all or a portion of <br />the cost of the improvements pursuant to Minnesota Statues, Chapter 429, the City <br />Charter, and the City's adopted Special Assessments Policy, at an estimated total cost of <br />$430,934.81. <br />2. A Public Hearing will be held on such improvements on the 14th day of November, <br />2017 in the Council Chambers of City Hall at 7:00 p.m., and the Clerk shall give mailed <br />and published notice of such hearing and improvements as required by law. <br />RESOLUTION #17-10-271 <br />Page 1 of 2 <br />
