The public hearing was closed at 7:30 p.m. <br />Council Business <br />Councilmember Kuzma stated that the road turned out nice and he was pleased to see the coating <br />on the curbs as he believed that improved the overall aesthetic of the project. <br />Motion by Councilmember Kuzma, seconded by Councilmember Johns, to Adopt Resolution <br />#17-10-252 Adopting Assessment Roll Certifying Sunwood Drive Reconstruction Assessments <br />for 2018 Payable Tax Year; Improvement Project #17-00. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, Johns, LeTourneau, <br />Riley, and Shryock. Voting No: None. <br />7. COUNCIL BUSINESS <br />7.01: Consider Adopting Zoning Amendment Related to a Subdivision known as Lavern <br />Estates (Project No. 17-137); Case of Joshua Peterson <br />Planning Intern Henderson reviewed the staff report and recommendation from the Planning <br />Commission that voiced general support of the Minor Plat at the August 3, 2017 meeting and <br />recommended approval of the Comprehensive Plan and Zoning amendments. He stated that the <br />City Council also voiced general support for the Minor Plat and approved the Final Plat, <br />Development Agreement and authorized staff to submit a Comprehensive Plan Amendment and <br />supporting materials to the Metropolitan Council on September 12, 2017. <br />Mayor Strommen noted than often zoning amendments are requesting to increase density, while <br />this request is the opposite. She stated that while the property is currently zoned MUSA, it <br />would be years before those services reached this area. <br />Planning Intern Henderson stated that included in the case are petitions from the surrounding <br />properties that would also like to remain rural and not join the MUSA area. He agreed that it <br />would be many, many years before the MUSA infrastructure reached this area. <br />Motion by Councilmember Riley, seconded by Councilmember Shryock, to waive the City <br />Charter requirement to read the ordinance aloud and Adopt Ordinance #17-11 Amending Section <br />117-90 "Map" of Chapter 117 of the City Code of Ramsey, Minnesota. <br />A roll call vote was performed by the Recording Secretary: <br />Councilmember Riley aye <br />Councilmember Shryock aye <br />Councilmember LeTourneau aye <br />Councilmember Johns aye <br />Councilmember Kuzma aye <br />Mayor Strommen aye <br />City Council / October 10, 2017 <br />Page 6 of 14 <br />
