Councilmember Riley agreed that it is important to use the funds for economic development. <br />Asst. City Administrator/Economic Development Manager Brama stated that the ACHRA funds <br />collects about $300,000 per year and therefore there will be funds available for use in the future. <br />He noted that assessments will also be collected over the next few years which will also provide <br />additional economic development opportunities. <br />Mayor Strommen stated that the residents have paid dollars into the fund for particularly this <br />type of use, which will provide a return to the community. She believed that this is an <br />appropriate and important use for the dollars. <br />Motion by Councilmember Riley, seconded by Councilmember Kuzma, to Adopt Resolution <br />#17-09-232 (changed to #17-10-232) Requesting the Anoka County Housing and <br />Redevelopment Authority (ACHRA) Allocate $1,750,000 for Infrastructure Costs Associated <br />with the City of Ramsey's New Business Park Development. (The resolution number is subject <br />to change by staff) (This resolution number was changed to #17-10-232.) <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Riley, Kuzma, Johns, <br />LeTourneau, and Shryock. Voting No: None. <br />7.08: Consider Adopting Resolution #17-10-254 Accepting Bids and Awarding Contract <br />for Improvement Project #17-10, Puma Street Utility Extensions <br />City Engineer Westby reviewed the staff report and recommendation to adopt resolution #17-10- <br />254 accepting bids and awarding a construction contract for Improvement Project #17-10, Puma <br />Street Utility Extensions, to Douglas -Kerr Underground, LLC of Mora, Minnesota in the amount <br />of $727,667.07. He noted that this option will support current and future development <br />opportunities in this area of the City. <br />Councilmember Riley asked for additional information on the costs the City would incur for the <br />request of the additional parcel. <br />City Engineer Westby stated that there is not currently a plat for that development and was <br />unsure that the developer would be open to that. He stated that the thought was that the <br />additional activity would allow for expansion of the lift station. He stated that there have not <br />been discussions with the developer to share in the cost, other than at the time of development. <br />Councilmember Riley asked how much additional the City would be spending for the additional <br />depth. <br />City Engineer Westby stated that the lift station was bid on a lump sum basis. He estimated that <br />it would be about one fifth of the cost, or approximately $30,000. <br />Mayor Strommen asked if that would be typical of the City process, to add costs at the request of <br />a specific property owner, and not ask for the cost to be repaid. <br />City Council / October 10, 2017 <br />Page 11 of 14 <br />
