Councilmember introduced the following resolution and moved for its adoption: <br />RESOLUTION #17-10-279 <br />RESOLUTION AMENDING POLICY FOR DONATION OF SURPLUS EQUIPMENT TO <br />A NON-PROFIT ORGANIZATION <br />WHEREAS, a law that went into effect August 1, 2016, allowed Non -Profit Organizations <br />501(C)(3) to receive surplus property from the City as a donation in conformance with the certain <br />guidelines. Such guidelines were adopted on October 25, 2016, by Ramsey City Council per <br />Resolution #16-10-205; and <br />WHEREAS, since that time, staff has received requests to consider disposing of unclaimed <br />found bicycles to local non-profit groups; and <br />WHEREAS, the definition of Surplus Equipment in the current policy does not address <br />bicycles or other unclaimed property, but rather equipment purchased by the City for use in Police, <br />Fire, and Public Works operations; and <br />WHEREAS, the law allows cities to further define Surplus Equipment within their policy <br />on donation to non -profits; and <br />WHEREAS, the Policy for Donation of Surplus Equipment to a Non -Profit Organization is <br />amended to reflect a broader definition of surplus equipment which will allow bicycles and the like <br />to be donated. The amended policy is attached to this Resolution. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the City Council hereby approves the Policy for Donation of Surplus Equipment to a <br />Non -Profit Organization with its Terms and Conditions, as amended. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />and the following abstained: <br />and the following were absent: <br />Whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the 24th day of October, 2017. <br />Mayor Sarah Strommen <br />ATTEST: <br />City Clerk Jo Ann M.
