Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #17-10-279 RESOLUTION AMENDING POLICY FOR DONATION OF SURPLUS EQUIPMENT TO A NON-PROFIT ORGANIZATION WHEREAS, a law that went into effect August 1, 2016, allowed Non -Profit Organizations 501(C)(3) to receive surplus property from the City as a donation in conformance with the certain guidelines. Such guidelines were adopted on October 25, 2016, by Ramsey City Council per Resolution #16-10-205; and WHEREAS, since that time, staff has received requests to consider disposing of unclaimed found bicycles to local non-profit groups; and WHEREAS, the definition of Surplus Equipment in the current policy does not address bicycles or other unclaimed property, but rather equipment purchased by the City for use in Police, Fire, and Public Works operations; and WHEREAS, the law allows cities to further define Surplus Equipment within their policy on donation to non -profits; and WHEREAS, the Policy for Donation of Surplus Equipment to a Non -Profit Organization is amended to reflect a broader definition of surplus equipment which will allow bicycles and the like to be donated. The amended policy is attached to this Resolution. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) That the City Council hereby approves the Policy for Donation of Surplus Equipment to a Non -Profit Organization with its Terms and Conditions, as amended. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember and upon vote being taken thereon, the following voted in favor thereof: and the following voted against the same: and the following abstained: and the following were absent: Whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 24th day of October, 2017.
