Counciimember Zimmerman inquired as to how many jobs would be created in the new
agreement.

Economic Development Consultant Mulrooney replied that they would be committing to
retaining 38 jobs and the creation of seven new jobs within two years of the origination date.

Motion by Councihnember Anderson, seconded by Councilmember Kurak, to adopt Resolution
#02-01-006 approving amendment of the Systematic Refrigeration, Inc. TIF Agreement and
approving assignment and assumption agreements relating to said TIF Agreement.

Further discussion: Councilmember Hendriksen stated that if the reason for the relaxation in
requirements is due to the bad economy then why are they completely eliminating the goal rather
than extending the goal. Economic Development Consultant Mulrooney replied that it was a
solution that the State felt was reasonable in relationship to the agreements they currently have in
place. Long term, they don't know what the job creation will be and he did not believe the
company knew either. Everyone felt that it was the best course of action relative to the
agreement. Councilmember Hendriksen stated that he could understand why the State and the
Company would want to do so, but the City has received very little for the benefit they received.
Economic Development Consultant Mulrooney replied that the City does have 45 jobs in the
City that did not previously exist. If the agreement is not approved, the acquisition will probably
not go ahead and the options would be much more adverse rather than working with the company
to grow the business in the City.

Motion carried. Voting Yes: MayOr Gamec, Councilmembers Anderson, Kurak, Hendriksen,
and Zimmerman. Voting No: None.

Case #2:

Request for Preliminary Plat Review of Sunfish Business Park; Case of City
of Ramsey

Community Development Director Frolik stated that the City of Ramsey is in the process of
platting four commercial lots and one outlot in the proposed Sunfish Business Park generally
located east of County Road #116 and south of Sunwood Drive. The subject property is zoned
Industrial and consists of approximately 44 acres. The preliminary plat is proposing to plat four
commercial lots ranging from 7.6 acres to 14.0 acres in size. Star Exhibits will be developing an
office and warehouse facility consisting of 185,000 square feet on Lot 1, Block 1. The remaining
lots will be owned by the City and designated for future commercial/industrial development.
The site will receive public access from Azurite Street. The City is proposing to extend Azurite
Street from County Road itl 16 to the north to connect to Sunwood Drive. The site will be
serviced by municipal sewer and water facilities. A grading and drainage plan will be reviewed
as site plans for the individual lots are received. Park dedication and storm water management
fees will be fulfilled as part of the Tax Increment Financing agreement between the City of
Ramsey and the developers of each lot. The Planning Commission met on December 4, 2001, to
review the plat and hold a public hearing. There was no citizen input during the public hearing.

City Council/January 8, 2002
