City Administrator Norman noted that there have been a couple of cages where park dedication
fees have been negotiated out, but typically the Park Department does receive money from TIF.

Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to grant
preliminary plat approval of Sunfish Business Park contingent upon compliance with City staff
review letter dated November 30, 2001, and upon resolving the access issue with Anoka County
that the City agrees to.

Further discussion: Councilmember Zimmerman inquired if they should be making any decision
on park dedication. Councilmember Anderson replied that the issue is included in the staff
review letter and felt that it could be addressed as each lot is developed. Councilmember
Zimmennan inquired if the access on Lot 2, Block 2, along Sunfish Lake Boulevard was going to
be dedicated to the County. Community Development Director Frolik replied that if the access
abuts Sunfish Lake Boulevard it would be a standard requirement by Anoka County.
Councihnen~ber Hendriksen stated that those are the things that should be pointed out by staff
when negotiating the intersection with the County.

Motion carried. Voting Yes: Councilmembers Hendriksen, Anderson, and Zimmerman. Voting
No: None. Absent: Mayor Gamec, and Councilmember Kurak.

Case #3:

Adopt Resolution Supporting the TH 10 Interregional Corridor Management
Plan

City Administrator Norman stated that the Minnesota Department of Transportation (MnDOT)
began a TH 10 Interregional Corridor Management Plan for TH 10. The Plan is intended to
cover the TH 10 from 1-35W on the east side of TH 24 in Clear Lake on the west, and involves
participation with MnDOT District 3 and the Metro Division. The purpose of the Plan has been
to develop a common vision in management approach in order to preserve and improve TH 10's
ability to serve as an important statewide connection for Minnesota in the future. MnDOT has
utilized the services of the Howard R. Green Company to perform the study. The City Council
received a presentation by Howard R. Green Company during the Public Works Committee
meeting of November 20, 2001. The study showed two separate options for the City of Ramsey
for TH 10. The options included the possibility of an expressway that would eventually be
converted to a freeway or a freeway system. The freeway system could have three alignments.
The preferred alignment seemed to be the northernmost alignment that is immediately adjacent to
the BNSF Rail system. During the November 29, 2001, joint meeting of the Policy Advisory
Committee and Technical Advisory Committee of the TH 10 Interregional Corridor Study,
MnDOT officials recommended that each City along the corridor adopt resolutions in support of
the process. Subsequently, MnDOT staff met with City staff and framed a resolution in support
for the Management Plan that included support of a freeway system and included a preference for
the Northernmost alignment of a freeway system. The City Council considered a resolution
during their Council meeting of December 18, 2001, and directed staff to develop a resolution
that supported the fi'eeway without expressing a preference for a corridor alignment. That
change was made and presented to the Council for consideration.

City Council/January 8, 2002
