Councihnember Anderson inquired if there was any chance of using the CDBG funds to acquire <br />access to Elmcrest Park. <br /> <br />Community Development Director Frolik replied that the City would have to prove that 51 <br />percent of the people using the park are low to moderate income, which would be difficult. <br /> <br />Councihnember Hendriksen stated that it was hard to imagine that they couldn't put something <br />on the two sites that would not create at least four jobs a piece. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Kurak, to direct City staff <br />to make application to Anoka County for CDBG Funds in the amount of $270,000 for the <br />purpose of acqniring Lots 1 and 2, Block 2, Gateway North Industrial Park Plat 2 to eliminate a <br />slum and blight condition, and to authorize the City Administrator to sign the CDBG application <br />on behalf of the City. <br /> <br />Motion carried. Voting Yes: Councilmembers Hendriksen, Kurak, Anderson, and Zimmerman. <br />Voting No: None. Absent: Mayor Gamec. <br /> <br />Acting Mayor Zimmerman recessed the regular meeting of the City Council at 8:50 p.m. <br /> <br />Acting Mayor Zimmetxnan called the regular meeting of the City Council back to order at 9:02 <br />p.m. <br /> <br />Case #7: <br /> <br />Introduce Ordinance Amending Chapter 7, Section 7.13 of the Ramsey City <br />Code Entitled Pawnbrokers <br /> <br />City Attorney Goodrich stated that the Ramsey City Code, Chapter 7, deals with licenses; <br />Section 7.13 deals specifically with the licensing of pawnbrokers. Upon review of paragraph <br />7.13.06, entitled Holding of Property, staff has concern with the sentence "No personal property <br />deposited with or purchased by a licensee shall be sold or permitted to be redeemed from the <br />place of business of licensee until five days after the copy of the records required by City Code <br />Section 7.13.04 have been made available to the Chief of Police, except upon written permission <br />of the Chief of Police." What staff disagrees with is the five days. Staff recommended <br />increasing the five days to 30 days, which would allow the Police Department time to receive <br />reports of possible stolen items. There are recent cases in the City of Ramsey and the City of <br />Anoka where it was determined that the property that was taken in by the pawn dealer was <br />stolen, but was not discovered until after the five day waiting period. The City of Anoka <br />amended their ordnance on November 16, 2001, to the 30 day time period. Staff wrote a letter to <br />Mr. Nissen of Ralph's Guns and Pawn explaining the proposed change. <br /> <br />Councihnember Hendriksen stated that he personally experienced the pain of having things <br />stolen and pawned and the records at the pawnshop were so poorly written that they could not <br />determine who pawned it.
