2) <br /> <br />Authorize Various 2002 Capital Purchases <br />The Finance Committee recommended that the City Council approve the process to <br />proceed with the purchase of the capital outlay items included in the 2002 Adopted <br />General Fund Budget. <br /> <br />Motion by Councihnember Hendriksen, seconded by Councilmember Zimmerman, to ratify the <br />recommendation of the Finance Committee for Cases 1 and 2. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Kurak. Voting No: None. <br /> <br />3) <br /> <br />City of Ramsey Capital Improvement/Capital Outlay Plan <br />The Finance Committee recommended that the City Council adopt the City of Ramsey's <br />Capital Improvement Program for the years of 2002-2006, noting that it is a forecasting <br />tool and not actual committed projects and expenditures and each project would have to <br />come fo~wvard for authorization. <br /> <br />Councilmember Hendriksen stated that he voted against approval of the CIP because they <br />were presented with a number of things for the first time including a number of projects <br />that no funding sources were provided and that citizens were opposed to. He felt that <br />further discussion needed to occur before approving the plan. <br /> <br />Councilmember Zimmerman stated that there were items added to the plan in the last <br />couple months that they have not had enough time to discuss. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Kurak, to ratify the recommendation of <br />the Finance Committee. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson. Voting <br />No: Councilmembers Hendriksen and Zimmerman. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Council Update <br /> <br />Mayor Gamec stated that he has been under scrutiny regarding Council update because the <br />Council update is supposed to express the views and ideas of the City Council, not personal <br />opinions. He requested that the City Attorney look into the issue and report back and he <br />requested that all Councilmembers express the action of the Council as a whole during the <br />Council update. <br /> <br />Councilmember Zimmerman stated that when he did his last Council update it was run very few <br />times and yet a campaign for a passage of a new Charter Amendment was run every three hours. <br /> <br />City Council/January 8, 2002 <br /> Page 26 of 27 <br /> <br /> <br />
