(Erika Sitz arrived at this point in the meeting.)

Mr. Loren Gordon of Hoisington Koegler Group (HKG) was present. He indicated that he met
with Sarah Strommen, the City Council liaison, and City Staff regarding the possibility of
assisting the City with drafting a wetland protection ordinance. As a result, he has been invited
to present a proposal to the EPTF.

Mr. Gordon then reviewed the contents of his letter to Sylvia Frolik dated September 21, 2004.
The letter described HKG's approach to drafting an ordinance for Ramsey. Mr. Gordon stated
that HKG would propose to sub-contract with Peterson Environmental for assistance with the
scientific aspect of the project. Peterson Environmental received Metropolitan Council and
Builder's Association funding to perform a wetland buffer study in the metro area.

Ms. Frolik also noted that Ramsey and John Peterson of Oakwood Land Development is working
with Peterson Environmental to find a northern site for the Buffer Study. At this point, Alpine
Woods seems is a likely candidate.

Ms. Sitz stated that she would like to see a map of public waters in Ramsey.

Consensus was to involve Anoka Conservation District, DNR and Lower Rum River Water
Management Organization in this project.

Motion by Chairperson McDilda and seconded by Committee Member Sitz to direct City Staff to
designate a funding source and forward a recommendation to City Council to engage the services
of Hoisington Koegler Group to assist in the development of a wetland protection ordinance for
the City of Ramsey.

Motion carried. Voting Yes: Chairperson McDilda and Committee Member Olds. Absent:
Com~nittee Members Bauer, Max, Sitz and Connolly. Voting No: None.

The Committee requested that City Staff attempt to have this request added to the September 28
Council agenda so that work may begin to have an ordinance in place prior to the 2005
construction season.

Case #2: Review EPTF Meeting Schedule

It was the consensus that the EPTF meeting schedule for the remainder of 2004 shall be as
follows:

Monday, October 18
Monday, November 8
Monday November 22
Monday, December 6
Monday, December 20

TASK FORCE INPUT

None.

EPTF September 27, 2004
