Case #6: <br /> <br />Request for Comprehensive Plan Amendment; Case of Edina Development, <br />Inc. <br /> <br />Community Development Director Frolik stated that on December 11, 2001, the City Council <br />denied a request from Edina Development to change the land use and zoning of property located <br />in the northwest corner of Alpine Drive and Highway 47 to allow for a high-density townhouse <br />development. The Applicant has submitted a new rezoning and comprehensive plan amendment <br />request along with a sketch plan reflecting a medium density residential development. The City <br />Council adopted the March 2001 Comprehensive Plan Amendment on December 18, 2001. The <br />2001 Comprehensive Plan designates the subject property being used for Places to Shop. Edina <br />Development is asking for an amendment to the 2001 Comprehensive Plan to allow for a <br />medium density residential project on the property that would allow up to 7 units per acre. At <br />their January 3, 2002 meeting, the Planning Commission held a public hearing and reviewed the <br />request to change the land use to medium density residential. The Planning Commission <br />recommended that the City Council approve the request. <br /> <br />Councilmember Kurak inquired if the developer was proposing to include a City street as part of <br />the development. <br /> <br />Lee Ebe, Edina Development, replied that one City street would be included. <br /> <br />Colnmunity Development Director Frolik noted that the Council was only considering the land <br />use, not the plat. <br /> <br />Councihnember Hendriksen inquired as to what the steps would be for approving the <br />Amendment. <br /> <br />City Attorney Goodrich replied that the Council would need to approve the Amendment then <br />forward it to the Met Council for approval. He noted that the Planning Commission had already <br />held the public hearing. <br /> <br />Councilmember Hendriksen stated that the City just adopted a Comprehensive Plan a few weeks <br />ago and they will be holding a public hearing for other Comprehensive Plan Amendments on <br />January 24, 2002, so why was this Amendment being handled separately. <br /> <br />Community Development Director Frolik replied that the 12 amendments that are subject to the <br />public hearing were on a different timetable. She explained that the application from Edina <br />Development was received after direction was given by the Council on December 11, 2001, <br />pertaining to the other Amendments. <br /> <br />Councihnember Hendriksen stated that it seemed that every time a developer wants to change <br />something they want to amend the Comprehensive Plan.
