Councilmember I-Iendriksen stated that his eoneem ig that if they permit them on tho property <br />how do they get them to leave the property without costing the City a lot of money. <br /> <br />City Attorney Goodrich stated that the City could agree to give Kenko a year lead-time before <br />they would have to move from their existing site. <br /> <br />Mayor Gamec felt that the option would be better than relocating the site to the proposed <br />location. <br /> <br />Ms. Sutter stated that they would still like to have the permit granted so that they know they have <br />a location if they need to move. They have no interest in moving from their current site if it is <br />not required by the City. <br /> <br />Mayor Gamec inquired if they would agree with the one-year lead time agreement. <br /> <br />Ms. Sutter replied yes. <br /> <br />Mayor Gamec inquired if the Council would agree to that. <br /> <br />Councilmember Hendriksen stated that he was not inclined to grant the permit because they need <br />to make sure they present the best image to investors into the City in that area so he would hope <br />that they could stay in their current location. <br /> <br />City Attorney Goodrich recommended that the Council table action and explore the legal ability <br />of the City to give Kenco one-year increments. <br /> <br />Motion by Councihnember Hendriksen, seconded by Councilmember Anderson, to table action <br />and direct staff to explore the legal ability of the City to provide Kenko, Inc. with one-year <br />increment agreements. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Hendriksen, Anderson, <br />Kurak, and Zimmerman. Voting No: None. <br /> <br />Case #9: <br /> <br />Adopt Ordinance Amending Chapter 7, Section 7.13 of the Ramsey City <br />Code Entitled Pawnbrokers <br /> <br />City Attorney Goodrich stated that during the City Council meeting of January 8, 2002, the <br />Council introduced an ordinance that would amend Ramsey City Code, Chapter 7, dealing with <br />licenses; Section 7.13 deals specifically with the licensing of pawnbrokers. The amendment <br />would increase the number of days from 5 to 30 that a pawnshop owner would have to hold <br />property prior to selling it. This would allow the Police Department more time to receive reports <br />of possible stolen items. There was no opposition from the public at the last meeting when the <br />ordinance was introduced; however, there was discussion relating to pawnshop owners keeping <br />better records.
