10. <br /> <br />11. <br /> <br />12. <br /> <br />13. <br /> <br />110.076 <br /> <br /> 1. <br /> <br />The City Clerk shall turn over the proceeds of any sale to the City <br />Treasurer. On order of the City Council, the City Treasurer shall pay <br />to the owner of such horse the difference between the sale price, after <br />deducting the cost of impounding, feeding and sales charges, if the <br />owner makes claim for the monies within one (1) year from the date <br />of sale; otherwise, it shall be forfeited to the City. <br /> <br />No person may ride or drive a horse after sunset and before sunrise <br />along or crossing any public way without appropriate lighting or <br />reflector, zed clothing. <br /> <br />No person may ride or drive a horse in any public park, beach, golf <br />course or other public property except within the right-oLway of <br />public streets and highways and in areas duly designated as a trail <br />or hitching area. <br /> <br />The City Council shall designate and properly post those areas in <br />public lands and parks where horses may be ridden. <br /> <br />Every person riding a horse or driving any horse-drawn vehicle upon <br />a public roadway shall be subject to those provisions of the City Code <br />applicable to the driver of a motor vehicle, except those provisions <br />which by their nature have no application. <br /> <br />No horse shall be ridden or driven in any manner which would cause <br />undue damage to any hard-surfaced road. <br /> <br />No person shall ride or drive any horse upon private property ~dthout <br />the prior written permission of the owner or occupant thereof. <br /> <br />No person shall interfere with any horse ridden or kept in a lawful <br />manner, and owners of domestic animals shall restrain their <br />animal so as to not interfere. <br /> <br />HORSEMAn'S COMM1TrE. E <br /> <br />The City Council hereby authorizes the establishment of a <br />Horseman's Committee to assist the City Clerk to receive the <br />complaints from those persons aggrieved by horses, to investigate <br />complaints, to advise horse owners against whom complaints have <br />been lodged and to advise the City Council as to appropriate action. <br /> <br />The City Council shall appoint five' (5) persons to the Horseman's <br />Committee, including when possible a representative of the largest <br />horse-oriented association or club and any other person who the City <br />Council feels is qualified to serve. Two (2) members shall serve a <br />three (3) year term, two (2) members shall serve a two (2) year term, <br />and one (1) member shall serve a one (1) year term. Any member is <br />'eligible for reappointment at the end of his/her term. <br /> <br /> <br />
