Source's review looked at the same issues as an EAW would require. Pro Source did identify the <br />development property as potential habitat for the Blandings Turtle, although none have ever been <br />spotted on the property. Pro Source recommended that the City and the Developer institute <br />mitigation measures such as require surmountable curbs and no disturbance (i.e. no cutting of <br />grass) of nesting areas. Pro Source also mentioned that they are able to conduct a biological <br />survey of the site to determine the existence of Blandings Turtles. As a condition of the <br />preliminary plat approval, the Planning Commission is recommending that the City conduct a <br />biological survey of the development site to determine the existence of any Blandings Turtles. <br />Staff has contacted Pro Source about beginning the biological survey. Pro Source indicated that <br />the survey could not start until the spring/early summer due to the weather. The Planning <br />Commission recommended approval of the preliminary plat subject to the City Staff Review <br />Letter, the rezoning of the parcel to R-I, R-3U, and Multiple Residential, a satisfactory tree <br />preservation plan, and completion of a biological survey to determine the existence of Blandings <br />Turtles on the property. As noted earlier, an acceptable tree preservation plan has been agreed <br />upon between the developer and City Staff. <br /> <br />Councilmember Zimmerman stated that he did not think that the "dog house" lot should be <br />permitted. <br /> <br />Councilmember Anderson inquired if additional parking areas will be included within the <br />townhome development. <br /> <br />Principal Planner Trudgeon replied that additional parking areas are not included because of the <br />inclusion of City Streets within the townhome site. <br /> <br />Councilmember Kurak inquired if sidewalks would be on both sides of the street. <br /> <br />Principal Planner Trudgeon explained that sidewalks are required to be on one side of all public <br />roads. <br /> <br />Mr. Black explained that the proposed density has been reduced by 46 units since the first time it <br />was presented to the City Council and the land use patterns comply with the Comprehensive <br />Plan. The one element he thought everyone was excited about was the senior housing apartment <br />complex. When that development does occur it will be done by Real Life, but they are unable to <br />construct the facility until 2003, which is why it was removed from the site plan. He noted that <br />he fi~lly understood that they would be limited to 15 units per acre on the apartment complex, <br />which he acknowledged was approximately 66 units. <br /> <br />Mayor Gamec inquired if the City Attorney felt that the Council should address the EAW issue <br />before proceeding with the preliminary plat discussion. <br /> <br />City Attorney Goodrich replied yes. <br /> <br />City Council/February 12, 2002 <br /> Page 17 of 33 <br /> <br /> <br />
