This may explain some of the questions, however, it is important to <br />understand that the Commission's analysis of this subdivision has been thorough, including the <br />three-hour discussion in June 2001. At no time was it suggested or requested by the Commission <br />that the peninsula be included as part of open space or park to be dedicated as part of this plat." <br /> <br />Jim Bittner, 14331 Neon Street NW, Ramsey, stated that if the City were a private enterprise, the <br />Comprehensive Plan would be a vision plan. He expressed a great deal of concern that the <br />motives of a for-profit enterprise are being placed above the City's Comprehensive Plan. Mr. <br />Bittner did not feel that the developer should be denied to develop the property, but the residents <br />would like to be given an opportunity to work with the developer as a team to ensure that the <br />development is done in a way that it is acceptable to everyone and conforms with the City's <br />Comprehensive Plan. He stated that if the kind of "shoddy" work would have been done in a <br />private enterprise regarding the Comprehensive Plan, people would probably have been fired and <br />he felt that someone should be held accountable for those issues. Mr. Bittner reviewed the <br />language in the Comprehensive Plan on page V-15 under Urban Residential and page V-17 and <br />requested clarification of that language. From what he understood by reviewing the language is <br />that The Ponds development is proposing a density of 4.2 units per acre and what would be <br />required by the Comprehensive Plan is 4.0 units per acre. He also reviewed page V-19 of the <br />Comprehensive Plan which stated that the City is required for any development that includes <br />single family residential development as well as a higher density development must be done as a <br />planned unit development. Based on the information he reviewed he felt that The Ponds <br />development was in violation of the 4.2 units per acre requirement and that the developer should <br />be required to develop the property under a planned unit development. <br /> <br />Principal Planner Trudgeon explained that the language that was read from the Comprehensive <br />Plan refers to a development that would occur in an area designated as low density, but would <br />include mixed housing. What is being proposed by Royal Oaks Realty is consistent with the <br />Comprehensive Plan. The area that is designated as low density residential will be developed <br />entirely Iow density. <br /> <br />Mr. Bittner reviewed page V-19 again noting that the wording states that anything that is not <br />exclusively single family must be done as a planned unit development. The development that is <br />being presented is a blended development and is over 4.0 units per acre. <br /> <br />Principal Planner Trudgeon explained that the Comprehensive Plan identifies the property as <br />three different land use areas. The reference that is being made in the Comprehensive Plan <br />would allow for townhomes in low density zoned properties under the planned unit development <br />process. <br /> <br />Mr. Bittner stated that the citizens of Ramsey are represented by the City Council and he wanted <br />to make it know that on page V-19 of the Comprehensive Plan under Urban Residential Policy it <br />states that the City requires all developments excluding exclusive single family development to <br />be done under the planned unit development process. He stated that the residents are trying to <br />create a win win situation for everyone.
