Hakanson <br />Anderson <br />Assoc., Inc. <br /> <br />Engineers, Surveyors & <br />Landscape Architects <br /> <br />October 4, 1988 <br /> <br />Mr. Gerald Zimmerman, Chairman <br />Planning & Zoning Commission <br />City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Ramsey, MN 55303 <br /> <br />Re: Ramsey Substation Site Review <br /> <br />Dear Mr. Zimmerman: <br /> <br />We have reviewed the site plan for the Ramsey substation and make <br />the following comments: <br /> <br />The primary concerns of the Planning and Zoning Commission were <br />that the substation be set back 120' from 153rd ROW, and that the <br />substation's visual impact be reduced. <br /> <br />The proposed site plan indicates that the perimeter fencing of the <br />sub-station would be located !!0' from the road R.O.W. (!50' from <br />C/L) and that the substation components would be located <br />approximately 140' from the.R.O.W. P&Z had stipulated the sub- <br />snation should be located no closer than 120' to the R.O.W. <br /> <br />The site plan indicates a culvert under the access road to the <br />size. Minimum size culvert would be !5" however, an existing 24" <br />culvert is located under !53rd street. The culvert under the <br />access road should be sized properly to eliminate any flooding of <br />adjacent properties. The acgess drive is shown as coming into <br />!53rd at an approximately 75 angle. We have spoken with UPA <br />representatives about revising the drive to bring in at least the <br />~ ~ , 00 <br />~s~ 20 at a ~ angle. They have indicated they are receptive <br />to this change. <br /> <br />The landscaping plan indicates that an emphasis will be placed on <br />screening the sub-station from !53rd Avenue. A line of evergreens <br />is also indicated along the east and west property lines to <br />mitigate visual impacts along those sides. We have spoken with UPA <br />regarding screening along the south line. No berms are proposed <br />ncr would any be necessary to accomplish screening if the size of <br />materials is increased.
