PROPOSED DEVELOPMENT AGREEMENT <br />UNITED POWER ASSOCIATION <br /> <br />on October 4, 1988, site plan approval was issued to United Power <br />Association to construct a substation on the property generally known <br />as and legally described as follows: <br /> <br />The East 250.00 feet of the North 350.00 feet of the Northeast <br />Quarter of the Southeast Quarter of Section 23, Township 32, <br />Range 25, Anoka County, Minnesota (PIN 023-32-25-41-0005). <br /> <br />This agreement is issued pursuant to Section 170.017L of the Ramsey <br />city Code. The conditions of this agreement are as follows: <br /> <br />The meter structure shall be constructed as shown on the <br />plans submitted to and approved by the City's Building <br />official. No construction shall commence without proper <br />approval and permitting by the city Building Official. <br /> <br />Landscaping shall be provided as shown in concept on the <br />landscaping plan using minimum 6' - 7' evergreen material and <br />1 1/2" deciduous material. The south boundary of the site <br />shall also be minimally screened with final plans subject to <br />the approval of the City Engineer. <br /> <br />3. Ail disturbed areas shall be restored with sod or seed. <br /> <br />Any outdoor security lighting installed shall be directed so <br />as not to interfere with traffic on 143rd Ave. or to create <br />a spill over to residential properties. <br /> <br />5. Final plans shall be certified by an architect or engineer. <br /> <br />Thg access road shall meet 153rd Ave at an approximate <br />90 angle for a minimum distance of 20' <br /> <br />Drainage and culvert size shall be coordinated with and <br />subject to approval by the City Engineer. <br /> <br />The applicant shall place Class V on the access drive and <br />parking area as indicated on the plans. <br /> <br />The applicant shall reimburse the city for all administrative <br />costs in the review and administration of this application. <br /> <br />10. <br /> <br /> The applicant agrees to permit the City to enter the site and <br />complete any City required improvement which the applicant <br />fails to complete by September 1, 1989. Any such work shall <br />be paid by the applicant or deducted from the escrow deposit. <br /> <br /> <br />
