PROPOSED FINDINCS OF FACT <br /> M~. MIKE EASON <br /> <br />That Mr. Mike Eason, hereinafter referred to as "Applicant", has <br />properly applied for a conditional use permit to operate a small engine <br />and auto repair shop on the property owned by Mr. Ronald Fischl and <br />located at 15850 St. Francis Blvd. N.W. <br /> <br />That the Applicant appeared before the Planning and Zoning Commission <br />for a publc hearing pursuan: to Section 170.016 of the Ramsey City Code <br />on October 4, 1988 and that said public hearing was properly advertised <br />and that the minutes of said public hearing are hereby incorporated by <br />reference. <br /> <br />3. That the property which is the subject of the application is located at <br /> 15850 St. Francis Blvd. N.W. and is legally described as follows: <br /> <br />The south 450 feet of 'the north 516 feet of the southeast one quarter <br />of the southeast one quarter of Section 14, Township 32, Range 25, <br />lying west of the centerline of State Trunk Highway 47. <br /> <br />4. That the subject property is zoned R-IR Residential and is <br /> approximately 9.5 acres in size. <br /> <br />5. That surrounding properties are zoned R-IR Residential. <br /> <br />6. That a repair shop is not a permitted use in the R-IR Residential <br /> District. <br /> <br />7. That the Applicant is not the c~.ner of the subject property. <br /> <br /> 8. That if the Applicant is granted the conditional use permit, the <br /> of the property has agreed, to comply with the ter~s of_the_moermit~ <br /> <br /> 9. ~hat there are no similar permitted conditional uses in the City.~)7~ <br /> <br /> 10. That the proposed use will not be unduly dangerous or detrimental to <br /> persons residing or working in the area. <br /> <br />That the proposed use will not substantially adversely impair the <br /> use, <br /> enjo)~nen[ or =arket value of any surrounding property. <br /> <br /> proposed ~o-~_¢onf!ict with t'h-e specific <br />. That the <br /> <br /> objectives of the City's Comprehensive Plan. <br /> ~That the Applicant has stated that the proposed use will be operated <br /> and maintained so as to be harmonious and appropriate in appearance <br /> with the existing or intended character of the R-iR Residential <br /> District. <br /> ~That the proposed use will not be hazardous or disturbing to existing cr future neighboring uses. <br /> <br /> <br />
