Motion by Mayor Garnet, seconded by Councilmember Hendrikgen, to table action until March <br />12, 2002, and direct staff to draft findings of fact in the positive and negative. <br /> <br />Further discussion: City Attorney Goodrich noted that, if the applicant agrees to extend the 60- <br />day rule, the applicant could meet with the residents to develop a plan. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Anderson, and <br />Zimmennan. Voting No: None. Abstained: CouncilmemberKurak <br /> <br />Section 28 <br /> <br />Principal Platmer Trudgeon stated that the City received a request to change the land use from <br />"Places to Work" to "Mixed Use". The Planning Commission recommended the land use change <br />unanimously. <br /> <br />Councilmember Hendriksen stated that the map does not reflect the staging of the property. <br />Principal Planner Trudgeon replied that the map does indicate phasing rings. <br /> <br />City Attorney Goodrich inquired if the text addressed the phasing. <br /> <br />Principal Planner Trudgeon replied yes. <br /> <br />Councihnember Kurak verified that they were only talking about the eastern portion of Section <br />28. <br /> <br />City Attorney Goodrich replied that they are not dealing with the Kurak property so <br />Councihnember Kurak could vote on the amendment <br /> <br />Councilmember Hendriksen inquired if they change #12, would any construction in the area be <br />subject to the tiering discussed on page 307 of the agenda. <br /> <br />City Attorney Goodrich replied yes. <br /> <br />Principal Planner Trudgeon noted that the language would have to be included in the zoning <br />code. <br /> <br />Councilmember Hendriksen inquired if there is sufficient language that would say that #12 <br />would not be developed in advance of the town center. <br /> <br />Principal Planner Trudgeon reviewed the language pertaining to the tiering phases. <br />Councilmember Kurak inquired if the phasing is a moratorium on the property. <br /> <br />City Council/February 26, 2002 <br /> Page 22 of 35 <br /> <br /> <br />
