that they will also recapture any Zoning Chapter update funds not spent by April 1, 2002. Staff <br />has been meeting with Loren Gordon of Hoisington Koegler on a weekly basis and staff has <br />resumed the Chapter 9 subcommittee meetings. However, even at that rate, they will not be able <br />to spend $20,000 during the month of March. Staff would be able to utilize a lot more of the <br />funds in March if they start working on the new zoning map. To do that, staff needed the basic <br />parcel information from Anoka County. It was staff's understanding that purchasing the basic <br />parcel data from Anoka County without entering into a lease agreement would be very cost <br />prohibitive and would not give the City any rights to regular updates. Entering into a lease <br />agreement with Anoka County would allow the City to obtain parcel information that is updated <br />on a quarterly basis. The lease agreement states that Anoka County will invoice the City at a rate <br />of $500 for the first year and $250 for every year after. The lease agreement is updated annually, <br />at which time the City has the option to renew or terminate. The City of Ramsey is planning for <br />and has budgeted funds towards establishing an in-house GIS system and capabilities. This <br />license agreement with Anoka County is not buying into their system, it is giving the City the <br />rights to the parcel data base (and updates) the City needs to get their own system up and running <br />in a cost effective manner. To that basic data base, staff plans to complement the amount of <br />information available on each parcel by entering other data such as zoning; building permits; <br />presence of environmental features such as wetlands, flood zones, shorelands, woodlands; the <br />existence of any conditional use permits, variances or rezonings on the parcel. The uses of the <br />data will be numerous and staff will also be able to produce their own maps. <br /> <br />Motion by Councilmember Kurak, seconded by Councilmember Hendriksen, to authorize the <br />Mayor and City Administrator to enter into a GIS License Agreement with Anoka County. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, Hendriksen, Anderson, <br />and Zimmennan. Voting No: None. <br /> <br />Case #15: Report from Personnel Committee <br /> <br />The Personnel Committee met on February 26, 2002 to discuss the following cases: <br /> <br />1) <br /> <br />Receive Recommendations for Appointments to Planning Commission, Economic <br />Development Authority, and Park and Recreation Commission <br /> <br />The Personnel Committee recommended that the City Council reappoint Kathleen Sweet, <br />Ralph Brauer, and Eric Watson to the Planning Commission, appoint Jim Gromberg to <br />the EDA, reappoint Jon Olds, Steve Ostrum, Michael Rolfe to the Park Commission, and <br />appoint Melody Shyrock to the Park Commission. <br /> <br />2) <br /> <br />Authorize Contractual Arrangements with Labor Relations for Interim Human <br />Resources Manager Absence <br /> <br />The Personnel Committee recommended that the City Council authorize the City to enter <br />into contractual arrangements with Labor Relations Associates, Inc. to provide personnel <br />assistance during the interim absence of Human Resources Manager Rhonda Heryla, with <br />a not to exceed amount of $5,000. <br /> <br />City Council/February 26, 2002 <br /> Page 32 of 35 <br /> <br /> <br />
