He felt it was reasonable <br />for the residents in the existing neighborhood to request speed bumps in the area in front of the <br />park to make sure traffic slows down. He requested that the Council still consider eliminating <br />the access along 155~h Lane. Mayor Gamec replied that he personally was against speed bumps <br />because they don't work. Mr. Martz stated that he was disappointed that the Council was <br />looking at the new development and developing everything for them, but nothing for the existing <br />neighbors. He requested that the Council consider installing sidewalks in their neighborhood. <br />Mark Barrett, 5221 - 155th Lane NW, Ramsey, stated that he represented some of his neighbors <br />as well as himself. He expressed grave disappointment that 155t~ Lane connection will be going <br />through. As part of the development, they will be expanding a park that will bring more use and <br />they will be going from a development that has lights, sidewalks and curbs to an area that has no <br />lights, sidewalks, or curbs. He stated that he did not understand the rationale for placing the 750- <br />foot spur into an area where the citizens don't want the road and there is not direct egress to T.H. <br />#47. He recommended eliminating the drive altogether and making the 155th Lane extension part <br />of the park. He stated that he did not feel that the Council was hearing their concerns and <br />requested that for the safety of the children the access be eliminated. Councilmember <br />Zimmerman stated that he sympathized with the residents and noted that it was the second time <br />in a month that the City has taken down the emergency gates. He stated the he would not be <br />voting in favor of the plat. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Kurak, and Anderson. Voting <br />No: Councilmembers Hendriksen and Zimmerman. <br /> <br />Case #2: <br /> <br />Request for Comprehensive Plan Amendment; Case of J.R. Land and Cattle <br />Company <br /> <br />Community Development Director Frolik stated that J.R. Land and Cattle Company has <br />submitted an application for a comprehensive plan amendment to change, the land use <br />designation for property located off of Alpine Drive on the common boarder of Elk River and <br />Ramsey. The applicant is requesting a land use designation change from "Places to Shop" to <br />"Places to Work". The comprehensive plan amendment, coupled with their rezoning request, <br />would allow the applicant to develop the property with Industrial users. J.R. Land and Cattle <br />Company is asking for an amendment to the 2001 Comprehensive Plan to allow for an industrial <br />development on the subject property. The 2001 Comprehensive Plan designates the subject <br />property as "Places to Shop". "Places to Shop" would allow for commercial or retail type of <br />businesses to develop on the property. The applicant has an interest in developing the property <br />with industrial businesses and, therefore, needs the land-use designation changed. The Planning <br />Commission reviewed the comprehensive plan amendment request by J.R. Land and Cattle <br />Company and held a public hearing on February 7, 2002. There was no public comment during <br />the public hearing. The Planning Commission recommended that the City Council approve the <br />Comprehensive Plan Amendment request by J.R.
