Mr. Arndt stated that when discussing appropriate buffer widths, the wetland has to be looked at <br />in its catchment perspective. It would be helpful to contact Anoka Conservation District to see if <br />there is ability to tap into their resources for implementation and enforcement. Mr. Max stated <br />that the other partner might be the Lower Rum River Water Management Organization. <br /> <br />Ms. Strommen inquired as to potential funding sources to do a functions and values wetland <br />inventory for Ramsey and Mr. Arndt replied that he is not aware of any community that went to <br />external funding for that purpose. <br /> <br />Mr. McDilda stated that as this interim ordinance is formulated, it would be interesting to see <br />what the consultants feel are the next steps and some cost estimates. <br /> <br />Mr. Max stated that the ordinance should address restoration. <br /> <br />Mr. Gordon stated that the next time he and Mr. Arndt meet with the Task Force, they will <br />provide literature research and a proposed framework for the ordinance. <br /> <br />The members reviewed the meeting calendar for the upcoming weeks as it relates to a work plan <br />for the wetland buffer ordinance. The regular meeting dates for the remainder of 2004 fall on <br />Nove~nber 22, December 6 and December 20. Consensus was to move the December 20 <br />meeting up to December 13 to free up schedules the week of Christmas. <br /> <br />Because of Martin Luther King Day holiday, the EPTF will meet the 2na and 4th Mondays of the <br />month (January 10 and 24), rather than the 1st and 3ra Monday of the month. <br /> <br />Motion by Committee Member Olds and seconded by Committee Member Max to direct that the <br />November 22nd meeting initiate a public outreach discussion and formulate an outline for the <br />contents of a Ramsey wetland guidebook; the December 6 meeting will receive resource <br />literature, GIS information, and a draft framework for the wetland buffer ordinance from the <br />consultants; December 13 will discuss materials received on December 6 and assemble feedback <br />for consultants' information; January 10 will continue to work on outreach program and <br />guidebook; January 24 the consultants will present the draft wetland ordinance to the Task Force <br />for review and comment. <br /> <br />Motion carried. Voting Yes: Chairperson McDilda, Committee Members Max, Olds and Sitz. <br />Members Absent: Committee Members Bauer and Connolly. Voting No: None. <br /> <br />TASK FORCE INPUT <br /> <br />Mr. Max noted that the University of Minnesota is doing a study on how trees survive on <br />compacted soils in new developments.
