Memo to Ramsey City Council and Planning Commission <br />Page Five <br />June 23, 1977 <br /> <br />Community Involvement:- <br /> <br />Assessed valuation benefit and public service cost ratio <br />Environmental consideration <br />Adjacent land use compatibility <br />Public safety <br /> <br /> 9. Page 44 <br /> Recommended Change: Delete the first full paragraph and <br />substitute the following: "Because of the delayed schedule <br />and uncertainly with the actual construction date for the CAB <br />interceptor to serve the City of.Ramsey and for the Rum River <br />bridge crossing, the proposed ordinance should require that <br />developers proposing permitted uses in the urban area, be <br />required to guarantee facilities for sewage disposal and <br />highway needs at their own expense until such time as the CAB <br />interceptor and internal septic systems are available and <br />until such time as the proposed Rum River crossing is actually <br />constructed". <br /> <br /> Rationale: The changes on pages 43 and 44 are necessary <br />to reflect the delayed scheduling of major facilities which <br />was not anticipated in the original study report. This mechanism <br />will allow zoning on the basis of the proposed uses at this time <br />with restrictions which will protect the community from develop- <br />ment costs prematurely. ·- <br /> <br /> 10. Page 46 <br /> Recommended Change: Add a new paragraph as follows: "In <br />addition to the general zones set forth on the preceding page, <br />a special UMB-1 zone is proposed for a small area north of <br />153rd including parcels which are adjacent to the intersection <br />of trunk highway 47 and 153rd Avenue. This zone. is proposed to <br />provide for the UMB permitted uses except that multiple family <br />dwellings .would not be allowed." <br /> <br /> Rationale: Review of the original report and Proposed <br />districts by the Planning Commission has resulted in reducing <br />the UMB and UR area to a very limited acreage north of 153rd <br />Avenue. This change has oCcurred because of slowing growth <br />trends, delay in the potential extension date of the CAB <br />interceptor and a general concern that residential development <br />at a high density in this area would require premature <br />extension of sewer services to the north part of the 1990 urban <br />area. <br /> <br /> 11. Page 47 <br /> Recommended Change: Amend Appendices listing to delete <br />Item #2 and substitute "CAB" final report--applicable excerpts. <br />Then add an Item #6, Metropolitan Systems Statement dated <br />June 2, 1977. Add an Item #7, Preliminary Population, Households <br />and Employment Allocations Prepared by the Metropolitan Council. <br /> <br /> <br />
