All of the <br />communities have indicated by their past performance and expectations of future planning <br />that the individual, local needs extend beyond merely meeting the requirements of legislation <br />and gu~dellnes affecting broader jurisdictions. Your joint planning program will likely set <br />a precedent for other groupings of communities sharing similar opportunities and concerns. <br /> <br />As we proceeded step by step into the program, it became ~ncreaslngly apparent that <br />assigning meaningful and defensible costs to the individual tasks would be impossible at <br />this early stage in program development· After our preliminary discussion with each of <br />you this week~ I'm sure you can appreciate this position better now than you anticipated at <br />our luncheon meeting in March. We are convinced that the communities as well as the <br />consultants will be in much better position to negotiate a final cost after the consultants' <br />capabilities and planning approaches are carefully revlewedt after all the desired components <br />of the program are known, after a specific program is discussed and modified with the <br />Metropolitan Council staff and after a :'Timing" schedule is determined, if there are mod- <br />ifications in our preliminary program that you feel are advisable~ we would appreciate the <br />opportunity to make the necessary changes prior to final determination by your councils. <br />Living with a program that isn't quite acceptable~ although it was the best one proposed~ <br />would be a waste of your money and our effort· <br /> <br />We propose the following sequence of activities and decisions to allow a timely and orderly <br />procedure into the planning program: <br /> <br />Consultant's Preliminary Program and approach is presented to each community <br />staff, <br /> <br />engineering- landscape architecture <br />planning- urban research <br /> <br />home office · phone 612-546-4303-1415 north lilac drive, minneapolis, mn. 55422 <br />branch office · phone 206-454-0680--100-116th ave. se., bellevue, wa. 98004 <br /> <br /> <br />
