A. TRANSPORTATION

The information in this section is derived from the k4etropolitan Transportation
Development Guide/Policy Plan adopted by the Metropolitan Council in Ianuary,
1976 and information obtained from the l%4innesota Highway Department. The
Council's Policy Plan should be consulted when Ramsey prepares the transportation
element of its comprehensive plan. This plan sets forth policies for how metropolitan
transportation facilities should be used and further developed. Of particular importance
to Ramsey will be the policies focusing on transportation within the Urban Service
Area, including the Area of Planned Urbanization, and within the Rural Service Area.

Highways

The Transportation Policy Plan describes a functional classification system for use
by all counties and municipalities in the metropolitan area (Tables A 1 and A 2).
Those roads which function as principal and intermediate arterials are considered to
be the metropolitan highway system (Map A 1). The following portions of the
metropolitan highway system lie within transportation planning subregion 7 or the
adjacent rural area and affect the City of Ramsey:

TH 10 (Existing) from 1-35lAf to Armstrong Blvd.

Character
and
Conditions on
Use

TH 10 is a 4-lane divided highway. It has concrete
pavement with portions having bituminous overlay. Access
is fully controlled from TH 47 to Fair Oak Ave. and partially
controlled for the rest of this segment. Interchanges are
located at I-3$lAf, along the freeway section at TH 47,
Foley Blvd., Hanson Blvd., Main St. (TH 242), GSAH 9,
CSAPI 7, Ferry St., and US 52 (partial). At-grade access
is provided at most streets along the expressway sections.

Function

TH 10 functions as a principal arterial in the metropolitan
highway system. The characteristics, access spacing
standards, and other planning standards for principal
arterials are conta~ined ir~ the Metropolitan Tr. ansportation
Policy Plan and on the attached chart.

Timing of
Future Improvements

By 1990 a new portion.of TH 10 will be built between 1-35¥;
and TH 47. This new freeway section will be along new
alignment approximately 1/2 mile to the north of existing
US I0. MHD is currently preparing an EIS on this section.

Planning
Considerations

Existing TH 10 will be downgraded to a minor arterial when
the new TH 10 is completed.

5
