000 <br /> <br />PART A <br /> <br />PROGRAM DEFINITION <br /> <br />GENE RAL PRO GRAM <br /> <br />010 <br /> <br />020 <br /> <br />Purpos. e <br /> <br />The Comprehensive Development Planning Progrc~m is an activity Of [olnt <br />planning involving four communities. The end product will be up-to-date <br />local comprehensive plans, programs and draft regulations for each commu- <br />nJty to consider. This proj~osed program responds to requirements of the <br />Metropolitan Land Planning Act, the individual community systems state- <br />ments and the Mississippi River Corridor Critical Area Recommendations <br />under consideration by each of the communities and the Rum River Manage- <br />ment Plan as applicable. A joint planning activity addressing these common <br />concerns and requirements will be of mutual benefit to all four communities. <br />It will: a) provide broader local input into plan development; b) avoid dup- <br />llcation~ and c) reduce the total dollars expended for par. allel planning <br />progrgms. Local capability will be supplemented with consulting assistance <br />to perform the tasks that cannot be completed at the city staff level. It is <br />essential to work closely with each staff, the planning commissions and other <br />consultants serving each of' the communities. The intent is to utilize rather <br />than replace the staff and consulting professionals (engineering, legal and <br />administrative) that regularly serve each of the communities. <br /> <br />Approach <br /> <br />In order to benefit from ioint planning os well as to meet the local respon- <br />slbillty o~ planning for unique geographic, social and political character- <br />istics the program proposes three essential stages. <br /> <br />021 <br /> <br />The first stage (Series 100, 200 md 300) includes preparing planning <br />background information common to all four communities. It will be <br />referred to as the Planning Resource Element. <br /> <br />021.1 <br /> <br />Coordination meetings will be held every second or <br />third week with a technical committee (could be staff) <br />representing all four communities. <br /> <br />021.2 <br /> <br />Coordination meetings will be held monthly with an <br />Intergovernmental Coordinating Committee representing <br />the Planning Commissions (or Councils) of all four <br />Communities. <br /> <br />022 <br /> <br />The second stage (Series 400 and 500) includes individual plans, <br />programs and recommendaHons that will be specific for each comm- <br />unity. This specific Plan Element will be prepared generally in <br />the sequence and format proposed in the program, however, it <br />will be tailored to meet individual local needs. <br /> <br />-1- <br /> <br /> <br />
