for the city which have been rePiewedl for consistency wi~h Development Framework policies
and Metropolitan System Plans. When the City expands this amendment to meet the re-
quirements of the Land Planning Act, it should refer to the Council's plan content
guidelines. The plan will also need~to be mede consistent with the Mississippi Critical
Area standards and guidelines for plans and regulations.

Plan Overview
Ramsey's proposed Plan Amendment would divide the City into three development policy
areas. The southeastern quarter of th~ City would constitute the 1990 Urban Service
Area. The northwestern quarter of the City would be designated as the Rural Service
Area. The central half of the City would be a Transition Area.

The 1990 Urban Service Area is planned to be totally served by central sanitary sewers
by 1990. The area would provide apprOx~tely 4.4 square miles of developable land.
The area would be rezoned immediately for industrial, single and multi-family residen-
tial, commercial, and conservation Uses. Approximately 160 acres along TH 47 would
be zoned for urban business to per,it development of a regional shopping center.
Anticipated 1990 population of the Urban Service Area is not given in the plan. But
the City has stated an antiaipa~ed overall population ~rowth of 10,500 by 1990o If
added to the current 7,6201residentS~ this would give a total 1990 population of 18,120.
Analysis of other i~for~ation ~n the Plan (see Table 1) indicates that the City expects
to realize a population growth within the Urban Service Area of 8,375 and a household
growth of 1,250 units within the Urban Service Area by 1990.

Within the Transition and Rural Areas, the City anticipates an additional 2,625 persons
and 750 households by 1990. The Transition Area would not b~ sewered until after 1990.
The basic minimum lot size requirement for the Transition Area would be 2% acres.
A minimum lot width of 300 feet will be required in the Transition Area to allow for
future resubdivision. New eu~ivisions in ~he Transition Area will be required to
provide bituminous s~reet surfacing and underground utilities. In the Rural Area,
the minimum lot size will be 5 acres and the overall density is not to exceed four
housing units per forty acres.

TABLE 1

City of RamSey Growth Assumptions

1976 Populatio~
1976 - 1990 PopUlation GroWth

1990 Population Total

7,620
10,500

18,120

Distribution of Growth

1976 - 1990 = 10,500 persons

7,500 persons @ 3.5 persons/household, *.urban density = 2,000 urban density households
3,500 @ 3.5 persons/household, * 1+ acre density = 1,000 1+ acre density households

1,000 1+ acre existing platted lots in Ramsey
250 in Urban Area - 875 persons
750 in Rural, Transition Area = 2,625 persons

1976 - 1990 Urban Service Area Population Growth = 8,375
1976 - 1990 Urban Service Area Household Growth = 1,250
1976 - 1990 Rural/Transition Area Population Growth = 2,625
1976 - 1990 Rural/TransitionArea ~ouSehold Growth = 750

· Metropolitan Council aes~m~tion o'f household size for example purposes°

Development Framework Issues

1. Delineation of Urban and Rural Service Areas

Ramsey's proposal to designate Urban, Transition, and Rural Areas within the City
is not altogether consistent with Development Framework Policy.

MDF Policy 1: The MetroPOlitan Area should consist of an Urban
Service Area an~ a Rural Service Area. Metropolitan Systems and
urban services~will be provided only within the Urban Service
Area. Rural service standards will be met in the Rural Service
Area, and persons ch°°singla rural lifestyle would not expect to
.receive urban services.

Ramsey's proposals fo= the U~ban. and Rural Service Areas are generally consistent
with the Development FrameWork and require only relatively minor adjustments.
But the proposed plan.to de~ignate about half of the City as a Transition Area
for 2% acre residential de~lopmeht presents a concern, specific issues are noted
below.

2.
