When the City expands this amendment to meet the re- <br />quirements Of the Land Planning Act, it should refer to the Council's plan content <br />guidelines. <br /> <br />Plan Overview , <br /> <br />Ramsey's proposed Plan Amendment would divide the City into three development policy <br />areas. The southeastern quarter of the City would constitute the 1990 Urban Service <br />Area. The northwestern quarter of the City would be designated as the Rural Service <br />Area. The central half of the City would be a Transition Area. <br /> <br />The 1990 Urban Service Area is planned to.be totally servpd by central sanitary sewers <br />by 1990. The area would provide approximately 4.4 square miles of developable land. <br />The area would be rezoned immediately for industrial, single and multi-family residen- <br />tial, commercial, and conservation uses. Approximately 160 acres along TH 47 would <br />be zoned for urban business to permit development of a regional shopping center. <br /> <br />Anticipated 1990 population of the Urban Service Area is not given in the plan. But <br />the City has stated an anticipated overall population growth of 10,500 by 1990. If <br />added to the current 7,620 residents, this would give a total 1990 population 9f 18,120. <br />Analysis of other information in the plan (see Table 1) indicates that the City expects <br />to realize a population growth w~thin the Urban Service Area of 8,375 and a.household <br />growth of 1,250 units within the Urban Service Area by 1990. <br /> <br />Within the Transition and Rural Areas, the City anticipates an additional 2,625 persons <br />and 750 households by 1990. The Transition Area would not b~ sewered until after 1990. <br />The basic minimum lot size requirement for the Transition Area would be 2% acres. <br />A minimum lot width of 300 fee~.~%~l__be requSred ~n ~e Transition Area to aiiow for <br />future resubdivision. Delineation of Urban and Rural Service Areas <br /> <br /> Ramsey's proposal to designate Urban, Transition, and Rural Areas within the City <br /> is not altogether consistent with Development Framework Policy. <br /> <br /> MDF Policy 1: The Metropolitan Area should consist of an Urban <br /> Service Area and a Rural Service Area. Metropolitan Systems and <br /> urban services will be provided only within the Urban Service <br /> Area. Rural service standards will be met in the Rural' Service <br /> Area, and persons choosing a rural lifestyle would not expect to <br /> receive urban services. <br /> <br /> Ramsey's proposals for the Urban and Rural Service Areas are generally consistent <br /> with the Development Fra~nework and require only relatively minor adjustments. <br /> But the proposed plan ~O.dp~n_at~ about.half of the City as a Transition Area <br /> for 2% acre resi6ential_dev~l_0~me_n~t presents a .concern.
