Dean <br />300 Metro Square Building <br />7th & Robert Sts. <br />St. Paul~ MN 55101 <br /> <br />The purpose of this letter is to respond to your verbal request for <br />formal documentation of the request ']:~ the City of Ramsey to extend <br />the 30-day period for negotiating differences with respect to the <br />Preliminary Metropolitan System Statement which you delivered to <br />the City of Ramsey on November 23, 1976. <br /> <br />Since that date, the City Council has reviewed the document, as well <br />as the preliminary staff draft critique of the comprehensive plan <br />amendment which had been submitted to the M~tropolitan Council by <br />the City of Ramsey last spring. Both of these documents and recent <br />adjus~nents in the Champlain-Anoka-Brooklyn Park interceptor study <br />report contained basic data concerns for the City of Ramsey. <br /> <br />The outcome of the discussions at the meeting held with you and other <br />Metropolitan staff members on December 29 leads us to believe that <br />there is a reasonable possibility of working out the different <br />positions which currently exist between the council and the City of <br />Ramsey with respect to data and its use. We, therefore, agree that <br />the review period should be extended with the understanding that <br />either party may request that the review be terminated with reasonable <br />notice in the event that progress is not being made towards resolving <br />the basic issues. <br /> <br />Your 'letter of November 24, 1976 to Mr. Gary C~rham outlines generally <br />the basic areas of concern and disagreement. We are extremely concerned <br />that the population projection reviews which are currently on their way <br />be accomplished on time in order that this whole matter can be .exloedited <br />in the interest of developing firm plans in the City of Ramsey. We are <br />also concerned that the City be notified of and have the opportunity to <br />attend any discussion of changes in policy or basic data involving the <br />CAB committee report and its relationship to basic assumptions that find <br />their way into both the System Statement and the critique of the Ramsey <br />City Plan. <br /> <br /> <br />
