-3- <br /> <br /> moratorium on development within the study area was established <br /> in October, i975, and is still in effect. The City is concerned <br /> with the duration of the moratorium. Following Metropolitan <br /> Council review, the City intends to adopt the plan amendment <br /> and rezone the property within the Study Area accordingly. <br /> <br /> Plan Overview <br /> <br />Ramsey's proposed Plan Amendment would divide the City into <br />three development policy areas. The southeastern quarter of - "._ <br />the City would constitute the 1990 Urban Service Area. The <br />· northwestern quarter of. the City-would be designated as the <br />Rural Service Area. The central half of the City would be a <br />Transition Area. <br /> <br />The 1990 Urban Service Area is planned to be totally served by <br />central' sanitary sewers, by 1990..The area would provide <br />approximately 4.4 square miles of developable land as estimated <br />by Council staff. The area would be rezoned immediately .for <br />industrial, 'single and multi-family residential, Commercial,. an'd <br />conservation uses. Approximately 160 acres along TH 47 would <br />be zoned for urban business to permit development of a regional <br />shopping center. <br /> <br />'Anticipated 1990 population of the .Urban Service Area is not given <br /> in the plan. But the City has stated fin anticipated overall <br /> population growth of 10,500 by 1990. If added to the current <br /> 7,620 residents, this would give a total 1990 population of <br /> 18,120. Analysis of other information'in the plan (see Table 1) <br /> indicates that the City expects to realize a population growth <br /> of 8,375 and a household growth of 1,250 units within the Urban <br /> Service Area by 1990. <br /> <br />Withirk the Transition and Rural Areas, the City anticipates an <br />additional 2,625 persons and 750 households by 1990. The Transition <br />Area would not be sewered until after 1990. The :basic minimum lot <br />size requirement for both the Transition and Rural Area would be 5 <br />acres. A minimum lot width of 300 feet will be required in the <br />Transition Area to allow for future resubdivision. The average <br />minimum density in any one subdivision involving the dedication <br />of roadways will be four housing units per forty acres in both the <br />Transition and Rural Area. <br /> <br /> <br />
