-5- <br /> <br />C. Development Framework Issues <br /> <br />1. DelineatiOn of Urban and Rural Service Areas <br /> <br />Ramsey's proposal to designate Urban, Transition and Rural <br />Areas with the City is generally consistent with Developm. ent <br />Framework Policy. <br /> <br /> MDF Policy 1: The Metropolitan Area should consist <br /> of an Urban Service Area and a Rural Service Area. <br /> Metropolitan Systems and urban services will be ' <br /> provided only within the Urban Service Area. Rural <br /> service standards Will be met in the Rural Service <br /> Area, and persons choosing a rural lifestyle Would <br /> not expect to receive urban services. <br /> <br />However, the specific characteristics of these proposed <br />areas and the development polic[es proposed for each area <br />are not altogether consistent with the Development Framework <br />and Metropolitan System Plans. ISsues and inconsistencies <br />are noted below. ' ' <br /> <br />2. Location of the Proposed Urban Service Area <br /> <br />The first issue that exists with l~amsey's proposed Urban <br />Service Area is location. The Development Framework <br />generally identifies southern Ramsey as the potential <br />location of the Urban Service Area. This southern location <br />was identified in the absence of any local plan indicating <br />otherwise. A southern location also fits most closely to <br />the Development Framework 'concept of contiguous orderly <br />and economic development of the Metropolitan Area. <br /> <br />Ramsey's proposed Urban Service Area is also located in <br />the southern part of the City. Thus, the City has very <br />consistently followed the Metropolitan Development <br />Framework plan. The problem, however, is that the vast <br />majority, perhaps 80%, of the existing development in the <br />City, is located north of the proposed 1990 Urban Service <br />Area, in the proposed Transition Area. Ramsey's plan <br />amendment does not address the service needs of these <br />current residents. <br /> <br />To be consistent with the Metropolitan Development <br />Framework~ it is not necessary for Ramsey to define its <br />Urban Service Area exactly as it is identified in the <br /> <br /> <br />
