Councilmember introduced the following resolution and moved for its adoption: RESOLUTION #17-12-315 RESOLUTION ACCEPTING FEASIBILITY REPORT AND ODERING PUBLIC HEARING FOR IMPROVEMENT PROJECT #18-03, 2018 STREET OVERLAY IMPROVEMENTS WHEREAS, the City of Ramsey proposes to overlay numerous street segments in 2018 for the purpose of maintaining these streets as cost-effectively as possible; and WHEREAS, pursuant to a resolution of the City Council adopted October 24, 2017, a Feasibility Report has been prepared by the City Engineer with reference to proposed pavement overlay improvements to approximately 63,449 square yards of bituminous pavement on numerous street segments throughout the City, and other appurtenant work; and WHEREAS, benefiting properties are proposed to be assessed for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429, the City Charter, and the City's adopted Special Assessments Policy; and WHEREAS, the City Council received the Feasibility Report on December 12, 2017; and WHEREAS, the Feasibility Report provides information regarding whether the proposed project is necessary, cost-effective and feasible; whether the improvements should be made as proposed or in conjunction with some other improvement; the estimated cost of the improvements as recommended; and a description of the methodology used to calculate individual assessments for benefitted properties. WHEREAS, the City of Ramsey proposes to assess benefiting properties up to 25- percent of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429, Chapter 8 of the City Charter, and the City's adopted Special Assessments Policy. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1. The Council will consider the proposed improvements for said streets in accordance with the Feasibility Report and the assessment of benefiting properties for all or a portion of the cost of the improvements pursuant to Minnesota Statues, Chapter 429, Chapter 8 of the City Charter, and the City's adopted Special Assessments Policy, at an estimated total project cost of $585,460.
