Public Works Committee 5. 4. <br />Meeting Date: 11/21/2017 <br />By: Bruce Westby, Engineering/Public <br />Works <br />Title: <br />Consider Recommending City Council Approval of September 2017 Comprehensive Sanitary Sewer Study Update <br />Purpose/Background: <br />Purpose: <br />The purpose of this case is to consider recommending City Council approval of the September 2017 <br />Comprehensive Sanitary Sewer Study Update. <br />Background: <br />Attached is an update to the City of Ramsey's 2012 Comprehensive Sanitary Sewer Study. <br />Also attached is the 2012 Comprehensive Sanitary Sewer Study, which was prepared with the goal of meeting the <br />City's infrastructure needs based on development projected within the City's 2030 Comprehensive Plan. <br />The attached update incorporates current population and land use projections. It also addresses impacts on the <br />City's sanitary sewer infrastructure due to development that has occurred since 2012, and due to currently proposed <br />and projected development out to the year 2040 to be consistent with the 2040 Comprehensive Plan updates that are <br />underway. <br />Key updates to the 2012 plan include: <br />• Estimated costs associated with infrastructure needed to serve future development areas, <br />• Estimations of growth and development anticipated through the year 2040, and <br />• Connection amounts based on estimated costs and development. <br />Staff is also requesting a recommendation from the Public Works Committee on whether sanitary sewer <br />infrastructure needed to serve the 167th node, and areas to the north and east, should be incorporated into the <br />update. Incorporating this sanitary sewer infrastructure into the update will ensure that a properly designed and <br />coordinated sanitary sewer system will be available for future development of the 167th node, as well as for areas to <br />the north and east. This would increase connection fees by about 5%. If this infrastructure is not included in the <br />update (as attached), construction of sanitary sewer infrastructure needed to serve the area in and around the 167th <br />node will occur in a less coordinated manner, and will require individual funding agreements between the City and <br />individual developers on a development by development basis. <br />Staff will provide a formal presentation during the meeting. <br />Timeframe: <br />Staff estimates this case will take 20 minutes to present and respond to questions. <br />Observations/Alternatives: <br />Observations: <br />Estimated 2021 — 2040 costs are based on improvements shown on the maps and included in the tables within the <br />report. <br />Alternatives: <br />Alternative # 1 — Motion recommending City Council approval of the September 2017 Comprehensive Sanitary <br />
