Councilmember Kurak introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #04-11-337 <br /> <br />RESOLUTION AUTHORIZING THE APPLICATION TO THE MINNESOTA <br />DEPARTMENT OF EMPLOYMENT AND ECONOMIC DEVELOPMENT FOR <br />GRANT FUNDS TO FACILITATE THE REMEDIATION OF CONTAMINATION OF <br />THE ST. ANTHONY GUN CLUB PROPERTY <br /> <br /> WHEREAS, the contamination that exists at the St. Anthony Gun Club poses <br />environmental and health concerns to the residents of the City; and <br /> <br /> WHEREAS, the contamination poses additional constraints on the redevelopment of the <br />subject property. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA: <br /> <br />1) <br /> <br />The City of Ramsey has approved the contamination that cleanup grant application <br />submitted to the Department of Employment and Economic Development on November <br />l, 2004 by the City of Ramsey for the St. Anthony Gtm Club site. <br /> <br />2) The City of Ramsey shall act as legal sponsor for the project contained in the <br /> contamination cleanup grant program submitted on November 1, 2004. <br /> <br />3) The City has the legal authority to apply for financial assistance and the institutional, <br /> managerial, and financial capability to ensure adequate project administration. <br /> <br />4) The source and amounts of the local match identified in the application are committed to <br /> the project identified. <br /> <br />5) The City has not violated any Federal, State or local laws pertaining to fraud, bribery, <br /> graft, kickback, collusion, conflict of interest, or other unlawful or corrupt practice. <br /> <br />6) <br /> <br />Upon approval of its application by the State the City may enter into an agreement with <br />the State of Minnesota for the above referenced project and that it will comply with all <br />applicable laws and regulations as stated in the contract agreements. <br /> <br />The motion for adoption of the foregoing resolution was duly seconded by Councilmember <br />Cook, and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />Mayor Gamec <br />Councilmember Kurak <br />Councilmember Cook <br />Councilmember Elvig <br />Councilmember Pearson <br />Councilmember Strommen <br /> <br />RESOLUTION 04-11-337 <br /> Page 1 of 2 <br /> <br /> <br />
