Councilmember Shryock introduced the following resolution and moved for its adoption: RESOLUTION #17-10-271 RESOLUTION ACCEPTING FEASIBILITY REPORT AND ORDERING PUBLIC HEARING FOR IMPROVEMENT PROJECT #18-00 STANHOPE TERRACE STREET RECONSTRUCTIONS WHEREAS, pursuant to a resolution of the City Council adopted July 11, 2017, a Feasibility Report has been prepared by the City Engineer with reference to proposed improvements to approximately 0.52 miles of streets within the Stanhope Terrace development th including Ute Street from Alpine Drive to its termini cul-de-sac, 154 Avenue between Ute rd Street and Roanoke Street, and 153 Court from Roanoke Street to its termini cul-de-sac, including the reconstruction of streets and curb and gutter, the construction of storm sewer, and other appurtenant work; and WHEREAS, benefiting properties are proposed to be assessed for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429, the City Charter, and the City’s adopted Special Assessments Policy; and WHEREAS, the City Council received the Feasibility Report on October 24, 2017; and WHEREAS, the Feasibility Report provides information regarding whether the proposed project is necessary, cost-effective and feasible; whether the improvements should be made as proposed or in conjunction with some other improvement; the estimated cost of the improvements as recommended; and a description of the methodology used to calculate individual assessments for benefitted properties. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) The Council will consider the proposed improvements for said streets in accordance with the Feasibility Report and the assessment of benefiting properties for all or a portion of the cost of the improvements pursuant to Minnesota Statues, Chapter 429, the City Charter, and the City’s adopted Special Assessments Policy, at an estimated total cost of $430,934.81. 2) A Public Hearing will be held on such improvements on the 14th day of November, 2017 in the Council Chambers of City Hall at 7:00 p.m., and the Clerk shall give mailed and published notice of such hearing and improvements as required by law.
