Case #8: <br /> <br />Consider Agency Agreement for Trunk Highway 10 Interchange Work and <br />Consider Authorization to Send Request for Proposals to Interested <br />Consultants <br /> <br />City Attorney Goodrich advised the City of Ramsey has been successful in obtaining a grant <br />from thc Federal Highway Administration (FHWA) to perform design services for the Highway <br />10 interchanges at Sunfish Lake, Ramsey and Armstrong Boulevards. The agreement sets forth <br />the rules to use the grant dollars ($188,083,72) and it is anticipated that the local match portion <br />($47,000) will come from a combination of City, State and County participation. A response has <br />not been received to the two letters from the other agencies as to their formal commitment to this <br />grant. The Request for Proposals has been sent to the Anoka County Highway Department <br />(ACHD) for their review. It is intended to have them part of the selection Committee to <br />determine the most responsible proposal. <br /> <br />Councihnember Strommen inquired if there is something that can be done to speed up an answer <br />fi'om thc cotmty and state, as the letters that have not been answered yet are dated last March. <br /> <br />City Attorney Goodrich replied these are not the agencies they are waiting for a reply from. <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Strommen, to authorize the <br />signing o f the attached Agency Agreement and authorizing staff to send out the attached Request <br />for Proposals. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Strommen, Elvig, Kurak, <br />Pearson, and Zimmerman. Voting No: None. <br /> <br />Case #9: <br /> <br />Consider Allocation Agreement between RTC LLC; Ramdance and the City <br />of Ramsey <br /> <br />City Administrator Norman indicated a draft of the allocation agreement between RTC LLC <br />Ramdance and the City of Ramsey has been distributed to the Council. Staff recommends this <br />allocation agreement be adopted. <br /> <br />City Attorney Goodrich reviewed the proposed allocation agreement between RTC LLC; <br />Ramdance and the City. He advised the following language should be added to the motion: <br />"... and authorize the City Attorney to. make non-substantive amendments requested by parties to <br />the agreement." <br /> <br />Councilmember Cook asked if the Phase I parking ramp assessment included in this allocation <br />agreement for $240,000 will be eliminated when the Master Development Agreement <br />amendment is completed. He noted when the Master Development Agreement amendment was <br />last discussed it was indicated that it would be a deal killer for Ramdance if there were required <br />to pay f~or the ramp. <br /> <br />City Council/November 23, 2004 <br /> Page 12 of 17 <br /> <br /> <br />
