Councilmember Kuzma introduced the following resolution and moved for its adoption: RESOLUTION #17-10-272 RESOLUTION ACCEPTING FEASIBILITY REPORT AND ORDERING PUBLIC HEARING FOR IMPROVEMENT PROJECT #18-01 THE NORTH FORTY STREET RECONSTRUCTIONS WHEREAS, pursuant to a resolution of the City Council adopted July 11, 2017, a Feasibility Report has been prepared by the City Engineer with reference to proposed improvements to approximately 0.56 miles of streets within The North Forty development rd including 163 Lane between Armstrong Boulevard and Alpaca Street, Alpaca Street between rdthrdthth 163 Lane and 165 Avenue, Chameleon Street between 163 Lane and 164 Lane, and 164 Lane from Chameleon Street to its termini cul-de-sac, including the reconstruction of streets and curb and gutter, the construction of storm sewer, and other appurtenant work; and WHEREAS, benefiting properties are proposed to be assessed for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429, the City Charter, and the City’s adopted Special Assessments Policy; and WHEREAS, the City Council received the Feasibility Report on October 24, 2017; and WHEREAS, the Feasibility Report provides information regarding whether the proposed project is necessary, cost-effective and feasible; whether the improvements should be made as proposed or in conjunction with some other improvement; the estimated cost of the improvements as recommended; and a description of the methodology used to calculate individual assessments for benefitted properties. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: 1) The Council will consider the proposed improvements for said streets in accordance with the Feasibility Report and the assessment of benefiting properties for all or a portion of the cost of the improvements pursuant to Minnesota Statues, Chapter 429, the City Charter, and the City’s adopted Special Assessments Policy, at an estimated total cost of $518,685.13. 2) A Public Hearing will be held on such improvements on the 14th day of November, 2017 in the Council Chambers of City Hall at 7:00 p.m., and the Clerk shall give mailed and published notice of such hearing and improvements as required by law. The motion for the adoption of the foregoing resolution was duly seconded by Councilmember LeTourneau, and upon vote being taken thereon, the following voted in favor thereof:
