<br />Councilmember LeTourneau introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #17-10-273 <br /> <br />RESOLUTION ACCEPTING UPDATED FEASIBILITY REPORT AND ORDERING <br />PUBLIC HEARING FOR IMPROVEMENT PROJECT #17-02 RIVER’S BEND STREET <br />RECONSTRUCTIONS <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council resolution #16-12-242, adopted on <br />December 13th, 2016, the City Engineer was instructed to study the feasibility of milling and <br />thth <br />overlaying segments of 147 Lane, 148 Avenue, Xkimo Street, and Yakima Street in the <br />River’s Bend residential development as part of the 2017 Street Maintenance Program; and <br /> <br /> WHEREAS, <br />while preparing the Feasibility Report, twelve pavement core samples were <br />extracted from the bituminous pavement which verified the existing pavement is too thin to mill <br />and overlay; and <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council resolution #17-01-016, adopted on <br />January 10, 2016, the City Engineer was instructed to study the feasibility of reconstructing <br />thth <br />segments of 147 Lane, 148 Avenue, Xkimo Street, and Yakima Street in the River’s Bend <br />residential development as part of the 2017 Street Maintenance Program; and <br /> <br /> WHEREAS, <br />a Feasibility Report was prepared by the City Engineer for City <br />thth <br />Improvement Project #17-02 which proposed improvements to segments of 147 Lane, 148 <br />Avenue, Xkimo Street, and Yakima Street in the River’s Bend residential development as part of <br />the 2017 Street Maintenance Program including the reconstruction of existing bituminous <br />pavement, the replacement of damaged concrete curb and gutter, and other appurtenant work; <br />and <br /> <br /> WHEREAS, <br />the City Council received the Feasibility Report on January 24, 2017; and <br /> <br /> WHEREAS, <br />the Feasibility Report provided information regarding whether the proposed <br />project is necessary, cost-effective and feasible; whether the proposed project should be made as <br />proposed or in conjunction with another improvement; and the estimated cost of the <br />improvements as recommended; and <br /> <br /> WHEREAS, <br />the Feasibility Report recommended that the proposed improvements be <br />constructed in 2018 in conjunction with other proposed street reconstruction improvements in the <br />immediate vicinity; and <br /> <br /> WHEREAS, <br />the Feasibility Report has been updated to reflect updated estimated costs <br />and an updated project schedule based on construction occurring in 2018 in conjunction with <br />other proposed 2018 street reconstruction improvements; and <br /> <br /> WHEREAS, <br />the City of Ramsey proposes to assess benefiting properties for 25-percent <br />of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429, the City Charter, <br />and the City’s adopted Special Assessments Policy. <br /> <br /> <br />
