<br /> <br />Councilmember LeTourneau introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #17-10-265 <br /> <br />RESOLUTION APPROVING PARTIAL PAYMENT TO NORTH VALLEY, INC FOR <br />IMPROVEMENT PROJECT #17-00, SUNWOOD DRIVE RECONSTRUCTION <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council resolution #16-08-139, adopted August 8, <br />2016, the City Engineer prepared a Feasibility Report for City Improvement Project #17-00 which <br />proposed improvements to Sunwood Drive between Ramsey Boulevard/County State Aid <br />Highway 56 and Bunker Lake Boulevard/County Road 116 including reconstruction of bituminous <br />pavement, replacement of damaged concrete curb and gutter, and other appurtenant work as <br />needed; and <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council resolution #17-01-028, adopted January <br />24, 2017, the Feasibility Report was received and preliminarily accepted, pending input from <br />impacted property owners, and a Public Hearing was ordered for February 14, 2017 to consider <br />the proposed improvements for said street in accordance with the revised Feasibility Report; and <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council motions adopted February 14 and <br />February 28, 2017, the Public Hearing was postponed until March 14, 2017; and <br /> <br /> WHEREAS, <br />benefiting properties are proposed to be assessed for all or a portion of the <br />cost of the improvements, pursuant to Minnesota Statutes Chapter 429, Chapter 8 of the City <br />Charter, applicable City codes, and the City of Ramsey’s adopted Special Assessments Policy; and <br /> <br /> WHEREAS, <br />the City Clerk gave mailed and published notice of such hearing and <br />improvements as required by law; and <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council resolution #17-03-057, adopted March <br />14, 2017, a Public Hearing was conducted, after which the Feasibility Report was accepted and <br />the City of Ramsey Engineering Department was ordered to prepare final plans and <br />specifications for the proposed improvements; and <br /> <br /> WHEREAS, <br />pursuant to Ramsey City Council resolution #17-05-103, adopted May 9, <br />2017, the City Council accepted final plans and specifications and authorized advertisements for <br />bids for said improvements; and <br /> <br /> WHEREAS, <br />pursuant to a resolution of the City Council adopted June 13, 2017 the bid of <br />North Valley, Inc. in the amount of $409,385.03 for the total bid is the lowest responsible bidder; <br />and <br /> <br /> WHEREAS, <br />as of October 24, 2017 $284,707.20 has been paid to date; and <br /> <br /> WHEREAS, <br />the Senior Engineering Technician has inspected the completed work and <br />recommends partial payment to North Valley, Inc. in the amount of $103,659.37. <br /> <br /> <br /> <br />
