Gamec, Mayor <br />City of Ramsey <br />i5i~o-Nowchen Blvd. N.W. <br />Ramsey~"~Finnesota 55303 <br /> <br />Re: Ramsey Comprehensive Plan Review <br /> <br />Dear Mayor Gamec: <br /> <br />At this point in Jthe plan review process, it would be useful to outline <br />specifically what issues remain to be resolved, what the City o'f Ramsey has <br />the responsibility to do, and how the Metropolitan Council will follow up on <br />the plan review. From the Metropolitan Council's perspective, the City of <br />Ramsey has the responsibility for the following revisions to its plan in order <br />for it to be acceptable: <br /> <br />1. Reduce the size of the 1990 urban service area (sewered area) to <br /> <br />approximately 1,000 acres. The City of Ramsey expects an urban land <br />demand of 607 acres in the 1990 urban service area, which compares <br />favorably with the Council's demand estimate of 724 acres of urban <br />land. The Ramsey plan as originally submitted included a 1990 urban <br />service area of over 1800 acres, which is three times the area that the <br />city actually anticipates will be developed. Council policy is that the <br />1990 urban service area should not include more than a five-year over- <br />supply of land. <br /> <br />2. Reduce the size of the commercial/industrial area within the 1990 <br /> <br />urban service area to an area realistically sized to the expected <br /> <br />demand. Ramsey's plan forecasts a commercial/industrial land demand of <br />224 acres compared to the Council forecast of 153 acres. The Ramsey plan, <br />as revised January 6, 1982, proposes to sewer 811 developable acres of <br />commercial/industrial land or more than 3.6 times the area that the city <br />actually anticipates will be developed. Therefore, the 1990 urban service <br />area should include a supply of commercial/industrial land much closer to <br />the city's forecast of actual need.
