An amended version of the <br />complete guidelines is attached. The guidelines govern the <br />disbursement of more than $900,000 in grant funds to local units to <br />complete the plans required of them by the Metropolitan Land <br />Planning Act. <br /> <br />The amendments have been primarily in two areas: <br /> <br />o 1980-81 entitlement funds will be disbursed earlier. <br /> <br />Cr, iteria for the award of discretionary funds have been' <br />clarified. <br /> <br />The previous version of the g~idelines said all 1980-81 funds will <br />be granted as a reimbursementVafter the entire Land Planning Act <br />process is complete. The new gui~deline$ allow the _Council to~ <br />award 1980-81 funds to a local unit when it submits <br />comprehensive plan to the Council. Fifty percent (50~ will be <br />disbursed when the Council begins to review the plan. Another 40 <br />percent will be paid when the local unit adopts its plan after <br />Council review. The final 10 percent will be paid when the final <br />progress report is submitted. ~ <br /> <br />Criteria for the discretionary fUnd (a small amount of 1980-81 <br />funds that have not yet been preallocated) have also been clarified <br />by listing those local units that would receive first priority <br />consideration for funds, and by defining exactly how the first <br />priority awards will 'be determined. Criteria for second priority <br />awards are also included in the amended guidellnes." <br /> <br /> <br />
