LoCaI ~ff~cials, Administrators and Citizens The Metropolitan Council has'~do~ted the attached Metropolitan Council Guidelines for. Re~iew%ng~iLocal Comprehensive Plan Amendments. These guideli~es.~wi~l be used to review amendments to city, township and countyi~¢om~re~ensive plans prepared under the 1976 Metropolitan Land'planning ~ct. The guidelines require~ loCal~ov~rnments to submit all but "housekeeping" amendmentsiiand~cha~ges to capital improvement pro, rams to the Counoi~ for r~vli~w. The Council will notify the local government within 10!da~s ~.to which level of review it will conduct: 1. Proposed amendments wi~h~ ~O~ential impact on a metropolitan system--sewers, transPbrtati~Oh, parks, airports--will be reviewed within'90 days o~ r~eipt. The local government cannot adopt or implement such a~ amendment until the Council comDletes its review. 2. Ail other proposed amendm~ntSi are subject to a 60-day Council review and comment per!iod ?forI consistency with other regional plans in the Council's~M~rop~litan Development Guide (e.g., housing, health sotidiwaS~e)~i Proposed amendments with no potential impact on ai~e~on~1 plan will be reviewed at the earliest possible CounCil.~e~in~ after receipt. A local government can adopt and i~mpl~ment such amendments during the review period. The guidelines contain t0 cri~er~a the Council will use to decide whether proposed amendmentslh~e~ potential impact on a metropol- itan system. The criteria~cO~er~amendments that affect such things as sewer capacity, standards ~orii6n-site sewers, acquisition of land designated for regional, parksiorilreserves, metropolitan airport functions, or functions ofilth~ metropolitan highway system. A local government is alsol req~i~ed to submit proposed amendments to adjacent communities and affeCted!school districts for comment. In addition, the Council has'i~c~4ed to undertake an assessment of the guidelines one year~afteri~l~{of the local comprehensive plans have been received by ~he ~un~i~ :
