METROPOLITAN COUNCIL GUIDELINES
FOR REVIEWING
LOCAL COMPREHENSIVE PLAN AMENDMENTS

I. PURPOSE, OBJECTIVES AND SCOPE

The Metropolitan Land Planning Act of 1976 requires.that amend-
ments to comprehensive plans of local governmental units be
prepared, submitted to the Metropolitan Council for review and
adoptea in the same manner as the original plans. Minn. Stat.
473.864, subd. 2 (1978). The purpose of these guidelines is to
establish a procedure for Council review of proposed amenaments.
Council authority to prepare and adopt these guidelines appears
at Minn. Stat. 473.854 (1978).

The guidelines contain criteria that the Council will use in
determining which proposed amendments are subject to a 90-day
review for impact on the four metropolitan systems. Within 10
working days of receiving a proposed amendment, the Council will
make an initial determination and notify the sponsoring local
government as to the level of review the Council finds
necessary.

Under the guidelines, the most extensive Council review will be
limited to proposed amendments to local comprehensive plans that
potentially affect one or more of tae metropolitan systems:
sewers, parks, airports and transportation. It is only these
amendments that the Councii may require a local governmental
unit to modify, if the proposed amendment has a substantial
impact on or contains a substantial departure from metropolitan
systems plans. Minn. Stat. 473.175, subd. 1 (1978). Council
review of such amendments will take place within 90 days of
receipt of the proposed amendment, and the local unit may not
adopt or place such amendments into effect until ~he Council has
completed its review and made its final decision pursuant to
Minn. Stat. 473.866 (1978).

Proposed amendments without potential system impact will be
subject to a 60-day review and comment period for consistency
with other chapters of the Met~op.olitan..Development G. uide. The
local unit may adopt or put these amendments into effect before
the Council completes its review.

DEFINITIONS

Capital Improvement Pr .ogram - has the same meaning as set forth
at Minn.
