The' Cummtssion offers the following con~ents and recommendations: 1) The revisions indicate that the City has submitted a resolution ~'-'~i,, requesting the Metropolitan Council to amend the Water Resources Management Plan to.-inClude construction of the second Ramsey- connection by 1984.. As the project is not programmed in-the 1982-1987 Development Program., the Commission should be advised as to the development framework for this area and kept informed of the. status of this request. The plan should indicate the minimum design'standards regarding infiltrat,i'On/lnflo~ into the sanitary sewer system for new construction. 3) /~ copy of the-City's on-site sewage disposal system ordinance should De suDm~'tted a~ part of' tbe. plan. In addition, the plan s~ould' clarify fi' l'icens~'ng of septic tank pumpers is required. The City s~ould establish a program to license septic pumpers and requir, e pumpers to report the amount of septage and location of septage disposal sites on an annual basis. Licenses should be i'ssued to those _who meet training and knowledge requirements as evidenced §y the satisfactory completion of a certifications program. 4) The City' should report to-the Co~ission the following in¢ormatim~ annually-: a) Number of building permits where on-site systems are installe¢,,, b) ' Number and location of' reported, on-site system problems.
