Metropolitan Council
300 Metro Square Building
Seventh and Robert Streets
St. Paul, Minnesota 55'10~

Telephone (6'12) 29'1-6452

Office of the Chairman

March 17, 1983

Lloyd G. Schnelle
Administrator
City of Ramsey
15153 Nowthen Blvd. N.W.
Ramsey, MN 55303

RE: City of Ramsey Comprehensive Plan Amendment Review
(Rum River Watershed Sewer Service Staging)
Metropolitan Council District 12
Metropolitan Council Referral No. 9040-5

Dear Mr. Schnelle:

The Metropolitan Council staff has reviewed Ramsey's proposed Comprehensive
Plan amendment received by the Council on March 3, 1983. With staff input, I
have determined that the proposed amendment has no potential impact upon any of
the metropolitan system plans. Therefore, the City may place the amendment
into effect at any time. The City should be advised that it must also submit
an amendment to its comprehensive sewer plan to the Metropolitan Waste Control
Commission for approval.

As you may be aware, beyond an initial determination of no potential impact,
the Council has 60 days from receipt of a proposed amendment to review and
comment upon the apparent consistency of the proposed amendment with other
adopted chapters of the Metropolitan Development Guide. Council staff has also
completed this review and has found no inconsistencies. As a result, the
amendment will be placed on the Council's Consent List on March 24, 1983. This
formal action by the Council will complete the review of the amendment.

The Council has received a large number of letters from residents of Ramsey who
are concerned about the City's plans. I have responded to these individuals
with a letter explaining that this ~s essentially a local decision and that the
most appropriate forum to express their concerns is before the Ramsey City
Council. I will be happy to designate a Council representative to attend a
meeting scheduled by the City on this issue.

Sincerely,

METROPOLITAN COUNCIL
~aa~c s'~~
, Chairman

GJI:bm

cc: Roger Scherer, Metropolitan Council District No. 12

An Equal Opportunity Employer
